Description
This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The government intends to solicit a proposal and enter into a contract with Site Explorer Company, 4872 Knottingham Circle, Eagan, MN 55122-2793 to provide Kiosk Software updates for The Alaska Public Lands Information Center (AAPLIC), Anchorage, AK 99501.. Please see the below Justification for other than Full and Open Competition for further details. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirement. A solicitation is not available. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (or SOLE SOURCE) Background: The Alaska Public Lands Information Center (AAPLIC) was created in 1980 under a provision of the Alaska National Interest Lands Conservation Act (ANILCA). The center is one of four cooperative information and education centers throughout the state with the mission to support the appropriate use and enjoyment of Alaska's public lands and resources through "one-stop shopping" for information, trip-planning assistance, and resource education. Although managed by the National Park Service, the center represents nine different state and federal agencies including the U.S. Forest Service, U.S. Fish & Wildlife Service, U.S. Geological Survey, Bureau of Land Management, Alaska Department of Fish & Game, Alaska Department of Natural Resources, Alaska Department of Community & Economic Development, and the Alaska Department of Transportation & Public Facilities. In October 1998, Alaska Public Lands Information Center sought to develop two public use kiosks which would engage visitors in the natural and cultural values of Alaska's parks while providing multiple levels of geographic data for planning to the state's national parks. Michael Koutnik was awarded a contract to provide the programming to assemble the geographical information with some basic interpretive stories (images with text, photos, and selected multimedia) about each national park in Alaska. Mr. Koutnik had developed a similar system, called Site Explorer, at Apostle Islands National Lakeshore. 1. FAR Statutory Authority cited: 6.302, Circumstances Permitting Other Than Full and Open Competition. Per FAR 6.302-1(a)(ii)(A) the below vendor is the only vendor capable of providing the required services; Mike Koutnik Site Explorer Company 4872 Knottingham CircleEagan, MN 55122-2793 2. Nature and description of the supplies or services required to meet the agency's needs. The objectives of this project are to: -Provide high-quality and continuously current geographic base maps as a basis for attaching interpretive information useful to visitors to Alaska.-Update and expand the geographical base maps to include the full range of Alaska's public lands (federal and state lands other than national parks representing the AAPLIC's nine participating partners) that AAPLIC is charged with interpreting. -Expand interpretive and informational content to include streaming of live internet feeds including displaying weather over the map of Alaska, calculating routes for visitors wishing to drive to sites of interest, linking to web pages for sites of interest, and accessing web cams or other live content for sites of interest. -Replace, at a minimum, content currently available on the existing kiosk (GIS layers, multimedia, links to external content, and other interpretive content). Provide the ability to add and manage content: geographic sites and associated multimedia, links to web sites, photos, and other interpretive data.-The system must not exist on the National Park Service network but use a secure web server that uses applications that can run on both the local kiosk environment at the visitor center as well as within browsers accessing content over the internet. The user interface must also restrict users to the developed site (prevent users from "getting out" of the kiosk application. 3. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.). Mike Koutnik with Site Explorer Company is uniquely qualified to conduct this work for the following reasons: Mr. Koutnik developed the original programming and applications successfully used at the Anchorage Alaska Public Lands Information Center in its present configuration. He assembled the geographical data and linked content (guided photos and text of specific areas, campgrounds, trials, and cultural features of interest to visitors to the parks) in its present configuration. The programming and its interconnections are unique and proprietary. Mr. Koutnik is intimately familiar with the programming needs, geographical data, and interpretive content involved in the requested enhancement of the public use kiosks. Mr. Koutnik has worked in the field of GIS programming and applications for over 36 years and has a high level of expertise required for the enhancement of this specialized product. The current data on the public use kiosks at Alaska Public Lands Information Center represents a ten year investment in program updates and content additions and represents a logical extension of the work already done. It is important that the functionality and content of the present system not be lost to the detriment of the time and energy of the AAPLIC staff. 4. A description of the market research that was conducted and the results or a statement of the reason a market research was not conducted: Other options were unnecessary due to the proprietary data that is currently on the Kiosks. As this project is just an update of the existing software and information on the Kiosks it is a logical follow on to the original contract. No other vendors are able to provide this service. 5. Any other facts supporting the use of other than full and open competition:N/A 6. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. Preparers: Chris D.
