- This announcement constitutes as a formal synopsis notice of the forth coming solicitation for Avian Radar Systems; proposals are being requested. This acquisition will be based on FAR Part 12 Commercials Items. (ii) The solicitation number is 30181AQ582 and is issued as a Request for Proposal (RFP) (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-41. (iv) This solicitation of offers is issued for full and open competition. NAICS code is 334511 Search, Detection, Navigation, Aeronautical, and Nautical Systems and Instruments. (V) There is no set aside for this solicitation. (vi) Pricing must be provided for the following line items:Line Item 0001 Mobile Avian Radar System complete with mechanical/technical components, Including trailer, generator, and computers systems Quantity- 2 EachLine Item 0002 Optional upgrade to Doppler radar on the Horizontal Scan Radar for each unitLine Item 0003 Optional addition of bullet-proof material added to cabin walls and doorLine Item 0004 Standard Avian Radar System Software including remote control and Monitoring, Quantity -2 Each Line Item 0005 Technical Support and Warranty, Quantity - 1 Lump SumLine Item 0006 Training, Quantity - 1 Lump Sum (vii) Description of requirements: 1.Acquisition of the ornithological radar system will include:1.1.Base Units including radar, trailer, generator, and computer systems1.2.Software package for radar data analysis 1.3.Operator hardware/software training and manuals (2 sets/2 licenses)1.4.Technical support and warranty 2.BackgroundThe U.S. Fish and Wildlife Service (Service) requires a production model mobile Avian Radar System (ARS), capable of being transported among various remote locations throughout the Great Lakes region. Documented performance at proposed and operational wind facilities is a key factor along with documentation that the system is field-tested for durability and safety. The ARS proposed will be production model technology of similar design as specified in this requirement. The ARS will be used for bird detection and tracking applications at wind farms. The referenced systems must be complete systems that were manufactured and assembled by the Vendor in the Vendor's factory. Prototype, research and development systems, and non-production model systems or technologies will not be accepted. Proposals will be due January 3, 2011 by 2:00 p.m. EST The solicitation and the specification will be available on FedBizOpps.
