- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a noncompetitive basis to Lyme Computer Systems, One Lyme Common, Lyme, NH 03768-0290 for the renewal of their Matlab license. The Classification Code is D - Information Technology services and the NAICS code is 423430 - Computer and Computer Peripheral Equipment and Software Merchant Wholesalers. This acquisition is a firm-fixed price type. Matlab is a unique software package for scientific and mathematical computing and visualization. It is used in the analysis of brain images. NIMH's scientists currently uses the Matlab software to conduct research ranging from studies into mechanisms of normal brain function, conducted at the behavioral, systems, cellular, and molecular levels, to clinical investigations into the diagnosis, treatment and prevention of mental illness. Originally built to do very fast computations and manipulations of very large arbitrary matrices; Matlab now includes a scripting language, graphical user interface builder and extensive mathematical functions. Lyme Computer Systems is the sole distributor of the Matlab software for the manufacturer, Mathworks. Renewal of the maintenance agreement will provide NIMH with technical support, new releases, access to trials and upgrades. The continued use of the Matlab software is critical to the ongoing research being conducted by NIMH's scientists. No other sources of supplies or services will satisfy the agency's requirement. The period of performance is January 2, 2011 through January 1, 2012. The acquisition is being conducted under simplified acquisition procedures using FAR Part 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
