- DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is to negotiate a Firm Fixed Price type contract for Human Resource Management Training, to be performed at VA Medical Center, address, in accordance with Request for Proposal/Quote VA-245-11-RP-0036. Contractor must provide supervisory training to designated staff from VA Martinsburg, West Virginia as follows: Two and one half-day supervisory training beginning Monday, January 3, 2011 at 8:15AM and concluding Wednesday, January 5, 2011 at 12:00 Noon. A second session is requested for Monday, February 7, 2011 at 8:15AM and concluding Wednesday, February 9, 2011; with the exception of the program close on January 5th and February 9th @ 12:00Noon, all training days will begin at 8:15AM and conclude at 4:00PM. The training shall provide case law, and comparison case study outcomes to similar situations in the workplace. Other topics of training to be provided are suitability in the pre and post performance based interview, measuring and critiquing job performance to include the performance improvement period under Chapter 43, absenteeism, and mission impact, reasonable accommodation, light duty management, medical disqualification, and correcting misconduct. Training will also include managing computer misuse, management rights with labor organizations, intoxication in the workplace, appropriate use of the last chance agreements, and handling threatening behavior. Additional training needed will be MSPB and Federal Circuit rulings, and discussion about the Office of Special Counsel and EEOC's posture with case law. Other specific training would be 1 day to include the History of the Title 38 System; Professional Standards Boards; Appointments to include Fee Basis, Without Compensation and Non-citizens; Executive Career Field (ECF) and the Proficiency Rating System; The Counseling Conference, and Summary Probationary Reviews; Failure to maintain Licensure; Light Duty; Reduction-in-force; handling misconduct to include professional conduct and competence; grievance and rights to VA's Disciplinary Appeals Board; Cyber-Security as it relates to patient, employee, and organizational data; how leadership positively impacts Advanced Clinic Access; and understanding Management Rights with Labor Organizations to include 38 U.S.C. 7422 exclusions from bargaining. Since Title 38 Leaders often supervise both Title 5 and Hybrid Title 38, an overview of those personnel systems will be covered in this training. HOW YOU WILL BE EVALUATED: 1.Technical Experience - To include years of experience in developing and presenting training programs that benefit employees at all levels. 2.Past Performance - Must provide 3 current references to include name, address and phone number. 3.Price HOW TO APPLY This announcement incorporates FAR provisions and clauses in effect through FAR FAC 2005-42 and VAAR 2008-01. NAICS Code 813110 and the small business size standard is $7,000.000.00. This announcement/solicitation is solicited unrestricted and constitutes the only bid document that will be issued. A response to requirements listed ABOVE shall be submitted on COMPANY letterhead and shall address all requirements listed in a separate technical proposal. Award will be made to the offeror determined to be the Best Value to the Government in accordance with FAR 52.212-2 evaluation factors. Evaluation may be made with or without discussions with the offeror(s). VA reserves the right to conduct an on-site inspection of offered facilities. All responsible sources that can meet the requirements and provide SERVICES as listed above may respond to this solicitation by submitting cost and technical proposals. The technical proposal must describe the technical factors and must also include a copy all necessary licenses in order to be considered a complete technical proposal. Any offer that does not meet the solicitation requirements will be rejected as non-responsive.
