- This is a REQUEST FOR INFORMATION (RFI). This is not a request for proposals and in no way obligates the Government to award any purchase order or contract. The Department of Agriculture, Animal and Plant Health Inspection Service, National Veterinary Services Laboratories (NVSL) is seeking to identify sources capable of providing immunohistochemistry (IHC) staining platforms for diagnostic testing to be utilized in Veterinary Services (VS) scrapie and Chronic Wasting Disease (CWD) programs. These programs expect to test 50,000 to 80,000 animals per year. A description of the requested information is as follows: • Any available data to support the suitability of the platform for these uses such as sensitivity, specificity, and reproducibility within and between laboratories for scrapie and/or CWD. If such data does not exist, evidence demonstrating that the platform has been successfully used to conduct other IHC tests and a plan for adapting it for scrapie and CWD testing. • A proposed plan to work with NVSL to evaluate the suitability of the IHC platform for the diagnosis of scrapie and CWD for each program's respective use. The plan should indicate what equipment, materials, and personnel would be provided by the vendor and what would need to provided by or paid for by NVSL. If the vendor proposes to lend equipment to NVSL for evaluation, vendor must acknowledge in the proposed work plan that the vendor accepts all risks associated with lending the equipment such as prion contamination, damage, or loss. • Documentation regarding ease of use, technician time and through put. • An estimate of the equipment acquisition costs for the purchase of one to 20 units • An estimated total cost of reagents per IHC slide. The vendor should highlight any known advantages or disadvantages of utilizing their platform over other known existing platforms such as ease of operation, total cost, amount of technician time needed, or other perceived advantages. As part of the technical capability statement the vendor shall identify the following: -What is the expected life span for the platform being proposed? -Maintenance agreement terms and costs -Warranty information. -How replacement parts to be obtained. Can the Government get parts or maintenance from sources other than the vendor? If so please list alternative sources. This synopsis is for information and planning purposes ONLY, and is not to be construed as a commitment by the Government. In accordance with FAR 15.202(e), responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI marked proprietary will be handled accordingly. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. In your response, please also provide similar contracting effort(s) and/or contact. Companies capable of providing the defined equipment are encouraged to respond by providing their company names, points of contact, both phone number and email address and a statement of capabilities and relevant corporate background, business size, and GSA Schedule Contract Number, if any.
