Description
NSN: 4710-01-138-8184 TUBE ASSEMBLY, METAL is being purchased in accordance with Navy (80020) drawing 518309-14 and all related data. This requirement is an Aircraft Launch and Recovery Equipment (ALRE) Critical Application Item. Contractor First Article Testing (FAT) is required in accordance with Request for Engineering Information 10-12038. CLIN 9907 includes FAT sample requiring 90 days to submit the test report for review and a 60 day government review. The required delivery is based upon the contractor FAT requirements, 150 days and PLT of record, 300 days, totaling 450 days. There are no waived FAT sources. The required quantity is 805 each with a quantity of 803 to be shipped to (W25G1U) New Cumberland, PA. 17070-5002 and quantity 2 to be shipped to (W62G2T) Tracy, CA. 95304-5000. Quantity price breaks from 201-400, 401-600, 601-800 and 801-1000 will be included in the solicitation. FOB is destination and Inspection and Acceptance at origin is mandatory. The solicitation will be available on the Internet at http://www.dibbs.bsm.dla.mil after the issue date of 12/07/10. Hard copies of this solicitation are not available. This solicitation is 100% set aside for small business concerns. While price will be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, proposed delivery and past performance. This solicitation document contains information that has been designated "Military Critical Technical Data." Only businesses that have been certified by the DOD, US/Canada Joint Certification Officer, and have a valid requirement may have a copy of the solicitation document. All requests for copies must include a certified copy of DD Form 2345, Military Critical Technical Data Agreement. All interested suppliers may submit an offer. Aircraft Launch and Recovery Equipment (ALRE) Critical Application Item Quantity Price Break Ranges are included in this solicitation on Pg.7. Please include pricing for the quantity breaks. Addition to Clause E46C04 Note to Contractor for Inspection (ALRE): Because of the critical nature of this item, it is necessary to conduct in-process inspection on critical component features, attributes or manufacturing processes. A representative of the Naval Warfare Center Aircraft Division Lakehurst (NAWCADLKE) is available to furnish technical assistance on Quality Assurance Matters and shall have the option to conduct QA surveillance for the first lot produced under this contract (and all subsequent lots if necessary). This requirement will be performed in conjunction with the Quality Assurance Rep.(QAR) of the cognizant Defense Contract Management Command and does not abrogate the authority or responsibility of the designated QAR. The contractor agrees to notify in writing, the supervisor of the NAWC QA section Code, 4.8.8.8, Lakehurst, NJ 08733-5035 and the PCO when material is scheduled to be presented to the DCMC QAR for government inspection and acceptance. This notice shall afford the NAWCADLKE QA representative the option of being present during the inspection. Notification to NAWC may be provided via telephone (732)-323-7504 immediately followed by written confirmation or via facsimile transmission (732)323-1381. A minimum of 14 working days is required to arrange the surveillance visit. Notification shall include the following information: Company Name, Cage Code, Phone #, Fax #, Contract #, Point of Contact, Part Nomenclature, Part Number, NIIN, Type of Inspection and Quantity of parts.
