THIS IS 100% SET ASIDE FOR SERVICE-DISABLED VETERANS OWNED SMALL BUSINESS (SDVOSB) CONCERNS. Firms responding to this announcement as a SDVOSB must be registered at http://vip.vetbiz.gov for verification of this set-aside by the response date of this announcement. The NAICS Code for this acquisition is 541310 and the applicable small business size standard is not more than $4.5 million dollars average annual revenues for the past three years. The area of consideration is RESTICTED to a 100 mile radius of the Southeast Louisiana Veterans Healthcare System at 1601 Perdido Street, New Orleans, Louisiana 70112 in which the primary A/E firm's office must be located. The estimated construction range is $500,000 and $1,000,000. Southeast Louisiana Veterans Healthcare System is seeking Architect/Engineer (A/E) firm to provide all design/engineering services, investigation, Design survey, verification of as-built conditions, construction drawings, cost estimates, phasing and estimated construction time schedule as required for a fully developed set of construction documents for the improvement of patient accessibility at the 1601 Perdido Street campus of the Southeast Louisiana Veterans Health Care System in New Orleans, Louisiana. The object of this project is to repair and/or replace existing sidewalks, steps, ramps, etc. that have settled and cracked; install new stairs from the lower parking surface, replace concrete areas that have subsided near the back loading dock, demolish water fountain and install additional vehicle parking areas and other areas on the campus to improve patient accessibility. The A/E design team may consisted of the services of licensed architects, mechanical, electrical, civil, structural, fire safety and other engineers as appropriate for the project. Firms that meet the requirements listed in this announcement are invited to submit two (2) copies of Standard Form 330 Part I and II to the Contracting Officer, Attention: Gwendolyn Phillips, Southeast Veterans Healthcare Systems, Purchasing and Contracting, 1515 Poydras Street, Room 706, New Orleans, Louisiana 70112 and reference the announcement number and project title listed no later than January 4, 2010, 4:00PM, CST. SF 330 Forms can be obtained at http://www.gsa.gov/Portal/gsa/ep/formslibrary. Fax submissions will not be accepted. Firms will be evaluated and a report will be provided to the Contracting Officer of the three most qualified firms. The following evaluation criteria will be used during the A/E selection process: (1) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. (2) Specialized experience and technical competence of the firm (including a joint venture or association) for the type of services required (3) Professional capacity of the firm in the designated geographic area of the project to perform work within the required time (advise of current workload) (4) Past record of performance on contracts with Government Agencies and private industry (5)Geographic location and facilities of the working office which would provide the professional services and familiarity with the area in which the project is located (6) Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design (7) Inclusion of small business consultants, minority owned consultants, women -owned consultants, veterans owned consultants, disadvantage veteran owned consultants and Hubzone consultants.
