- The Federal Aviation Administration, William J. Hughes Technical Center (WJHTC), is conducting a Market Survey to improve the Government's understanding of the current marketplace and to identify capable sources. This public announcement is a survey not a solicitation, to determine interest, options and capabilities of the public industry. Responses to this market survey will be used to determine if there is adequate competition to set the requirement aside for Socially and Economically Disadvantaged Businesses (SEDB/8(a)), Small Businesses, Service-Disabled Veteran Owned Small Businesses (SDVOSB), etc. This survey is being conducted in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1. This survey will support market research obtained from multiple sources and will be utilized for planning purposes only. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. All interested vendors are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this announcement. Therefore, any costs associated with vendor's submissions will be solely at the interested vendor's expense. The WJHTC would like to determine the level of expertise and interest from industry to compile a list of options for providing fire suppression on the main deck of freighter aircraft. The options would need to be effective regardless of whether the cargo was in Unit Load Devices (ULD's, also called containers), on pallets, or in a mixture of ULDs and pallets. Fire suppression would also have to be effective for the maximum diversion time of any route that freighter aircraft could fly. The options could be aircraft based, ULD based, or any combination of techniques, including depressurization of the aircraft. The options could also be limited to specified size ranges of aircraft cargo compartments. The options would be required to be technically viable and effective on the types of fires likely to occur on freighter aircraft. The viability assessment would include the availability of the proposed technology, potential future environmental restrictions, toxicity, aircraft material compatibility, required maintenance issues, and the effects on cargo airline operations. The compiled list of suppression options would also have to be individually evaluated for effectiveness over a range of possible inflight scenarios and would need to include costs for both initial installation and recurring operational costs. The goal of this effort is to compile all of the possible approaches to provide freighter aircraft fire suppression based on the state of the art techniques in the fire protection industry. The Fire Safety Team would evaluate the responses to this Request for Information (RFI) and determine if a contractual effort would be initiated after the evaluation is completed. Interested companies are required to provide a summary of not more than fifteen pages that address the capabilities and possible options as stated above and complete the attached Business Declaration form. Responses will not be returned. This is a sources sought announcement so NO solicitation exists. Any information provided in response to announcement will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Vendor participation in any informational session is not a promise of future business with the FAA.
