- The Federal Bureau of Prisons (BOP) has a requirement for inpatient drug abuse treatment programming for approximately 32 male inmates in the custody of the D.C. Department of Corrections (DOC). The location of services is the Secure Residential Treatment Unit of the Correctional Treatment Facility of the D.C. Department of Corrections located at 1901 E Street, SE, Washington DC, 20003. Proposed contractors shall meet BOP standards as set forth in the resulting solicitation/contract. The contractor will ensure all personnel providing direct clinical services to DOC inmates are appropriately licensed/certified by the District of Columbia to provide the listed services. An offeror awarded a contract must be ready to accept inmates within 60 days after contract award at the rate specified in the resulting contract. The BOP intends to award a firm-fixed price, Requirements type contract. The contract award will be for a base period and four one-year option periods. Contract performance will be governed by a Statement of Work. The following line items are required: 11,680 inmate days plus 32 psychological testing per year. Award selection will be made on a best value basis for the Government. Price is significantly more important than non-price factors. The BOP has established a decisional rule criterion requiring all offerors to demonstrate they have verifiable experience working in a correctional environment for a continuous 3-year period. This requirement will be solicited on an unrestricted basis, open to both large and small businesses. Faith Based and Community Organizations can submit offers equally with other organizations for contracts for which they are eligible. All responsible sources may submit a proposal which shall be considered by the BOP. The solicitation will be available on or after 12/27/2010, with an anticipated closing date for receipt of proposals on 02/28/2011. A Pre-Proposal Conference is anticipated after the solicitation has been issued. Notice of the Pre-Proposal Conference will be via http://www.fedbizopps.gov. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunity website http://www.fedbizopps.gov. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site.
