Description
This is a sources sought synopsis. This is not a Request for Proposals. The NRC is conducting a market research to determine the range of available contractors and their capabilities to provide contractor support for the operation of the NRC Professional Development Center (PDC) facility, including general administrative and customer service, as well as classroom and logistical support for all training held at the PDC or sponsored by Human Resources and Training Development (HRTD). All interested parties, including all categories of small businesses (small businesses, small disadvantaged businesses, 8(a) firms, women-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone businesses) are invited to submit a response. Requirement for Professional Development Center Operations: NRC requires full-time on-site contractor staff to manage and operate the PDC facility and coordinate with other locations if training is held off-site. Off-site training can include classroom training at an NRC regional or contractor facility, a VTC session, or a distance learning event conducted via GotoMeeting. Contractors are also needed to input and maintain the integrity of the agency's official training records in iLearn, the NRC's current Learning Management System (LMS). In general, the contractor shall offer superior customer service and maintain quality training and support services that sustain NRC's high performing workforce. The support tasks associated with this statement of work (SOW) include, but are not limited to, the following: • Provide staff to manage and operate the PDC, including opening and closing the facility; locking and unlocking doors; storing and securing equipment and files in locked cabinets; maintaining equipment inventories; and reporting facility, equipment and software problems and malfunctions to NRC support services. (Note: All equipment and supplies are government furnished.) • Handle course registration questions and provide general training information, answer phone calls and take messages to participants and faculty in the facility, receive course materials and place them in the appropriate classroom prior to class, advise applicable NRC Program Managers when course materials arrive, maintain the accuracy of the PDC information located on the internal HRTD website, properly file all PDC records, and provide effective customer service to all internal and external customers. (Note: Limited access to NRC computer systems will be provided to the contractor staff.) • Coordinate and schedule room requests and maintain the accuracy of the master room reservation system and wall calendar, prevent double bookings, optimize room usage, alerts the NRC project manager (PM) to all potential room scheduling issues, and work with the PM to resolve all room reservation issues. • Prepare PDC classrooms before students arrive including ensuring appropriate AV equipment, podium, computers and software are ready for use; furniture is arranged appropriately; and the participant and instructor materials are available at each student seat or the instructor podium. Before and during class, check with the instructor to make sure he or she is familiar with the classroom equipment operation, the emergency evacuation procedures, and has the required instructional materials. Troubleshoot and problem solve administrative and AV matters pertaining to the course prior to, during, and after class. • After each class, collect the rosters, tidy up the classroom and prepare for the next day's class, input the student roster information in the LMS, and perform other classroom close-out activities in the LMS and the classroom as appropriate. • Mail materials and provide logistical assistance for HRTD courses delivered at NRC's facilities located in NRC Headquarters, Region I, Region II, Region III, Region IV, and at the other offsite locations in these corresponding metropolitan areas. • Schedule and support two-way video teleconferencing (VTC) sessions or GotoMeeting sessions, as needed. • Administer the PDC's lending library of instructional materials-a collection of CD-ROMs, workbooks, videos and other training materials that NRC employees may check out for self-study, and return to the library. • Maintain all records and files onsite, and keep them readily obtainable by the PM and contractor staff. All electronically created files shall be maintained on the NRC server drives as indicated by the PM. The contractor shall file and maintain all NRC paper information and records as requested by the PM. • Maintain classroom and instructional AV equipment and maintain accurate equipment records and files, including an updated inventory, on site. • Create, cancel, and schedule learning events in the LMS; input and correct course data in the LMS as directed by the PM; and generate standard and custom reports from the LMS course data. • Enroll or withdraw students in the LMS; maintain LMS student registration data and rosters; make roster and registration changes in the LMS, and generate standard and custom reports from the LMS student data. • Provide various LMS support activities including records management, data cleanup, maintenance of the LMS catalog of instructor-led and online courses, and administering the online training courses and course data maintained in the LMS. • Maintain training support capabilities by learning new NRC computer systems when the NRC modifies and upgrades its software and participate in new implementations when these changes affect the training function and facility. • Suggest improvements to operational efficiency and participate in implementing new policies and operations as requested by the PM. • Inventory, prepare, pack, and unpack the PDC records and associated classroom, office and training materials from the Gateway Building at 7201 Wisconsin Avenue, Bethesda to a new Headquarters building in Rockville, MD, whenever the PDC move is scheduled. Briefly describe any specific experience your company has in providing the management of a training facility? Include the company name, contract amount, and duration of the effort for the last three contracts of a similar nature. Any organization responding to this SOURCES SOUGHT NOTICE should ensure that its response is complete and sufficiently detailed to allow the government to determine the organization's qualifications to perform this work. A government employee will evaluate all submissions for responsiveness to this announcement. This is not a Request for Proposals and this in no way commits the Government to award a contract. The Government does not intend to award a contract based solely on this submission to this Sources Sought Notice nor does it intend to pay for any costs incurred in response to this announcement. Submission of additional materials such as glossy brochures or videos is discouraged. Responses are due no later than December 20, 2010 12:00 noon (local time).
