- Q (68) We have a question on FFP pricing for the transition period costs. Section L of the RFP Factor one: Mission Capability says: Factor One: Mission Capability: The offeror shall submit: Subfactor 1. Transition Plan. A transition plan demonstrating: The offerors recruitment processes. The offerors ability to fill 95 percent of all positions within 15 business days of order award and the remaining 5 percent within 30 days. The PWS dated 26 Oct 2010, Transition Period item 4.9.1(b) says "Complete personnel requirements (work force) including the hiring of personnel to assure satisfactory performance beginning on the contract start date...." Who is responsible for the transitioning employees salary during he transition period? A (68) The Offeror who is awarded the contract will be responsible.
