- The purpose of this announcement is to conduct Market Research for sources interested in providing The Federal Law Enforcement Training Center (FLETC) Office of State and Local Training (OSL) and Rural Policing Institute (RPI) guest lecturer services. The FLETC’s OSL and RPI export advanced law enforcement training courses are provided for the state, local, campus and tribal law enforcement officers throughout the United States. To support these programs, the FLETC has a requirement for multiple guest lecturers to provide guest lecturer and curriculum development services in advanced law enforcement topical areas. These topics may include, but are not limited to, Use of Force, Train the Trainer, Officer Survival, Communications, Patrol, Medical, Firearms, Drugs, Tactics, Interviewing, Photography, Crisis Management, Crime Prevention, Law Enforcement Issues in School Settings, Leadership and Supervision, Legal Issues, Anti-Terrorism, Investigations, Stress Management, Grant Writing, Cultural Awareness, Ethics, Domestic Violence, Intelligence-Led Policing, Elder Abuse, Intelligence Analysis, Drug Investigations and Interdiction, Intelligence Awareness, Officer Safety, Police Suicide Prevention, Human Trafficking, and Active Shooter Situations. For more information on training courses, please visit www.fletc.gov/state-and-local The required services for the FLETC are estimated to be between 3,000 and 6,000 hours of guest lecturer services in each one-year period. Between 2,000 and 4,000 hours of services are expected to be divided approximately proportionately among the following regions of the United States: Northeast (Connecticut, Delaware, Washington, D.C., Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont); Central (Arkansas, Illinois, Indiana, Kentucky, Michigan, Minnesota, Ohio, West Virginia, Wisconsin); Southern (Alabama, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Virginia); Midwest (Iowa, Kansas, Missouri, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Wyoming); and Western (Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, Oregon, Utah, Washington). The remaining hours of services will be provided in locations throughout the United States, but the approximate geographic distribution of hours will vary. The lecturer is responsible for all travel arrangements; and the Government will only reimburse the lecturer for per diem (meals and lodging) and transportation. All travel has to be in accordance with Federal Travel Regulations (FTR) and approved by the Contracting Officer or a Government representative. All travel vouchers must be submitted with invoices. The classroom and all classroom materials will be Government furnished. This includes pencils, pens, books, handouts, and PowerPoint presentations. The guest lecturer will not be required to provide any training materials and cannot vary from the material provided by the Government. All interested sources are encouraged to submit company information that pertains to this request in the form of brochures, pamphlets, catalogs, websites, etc., and published price list if available. Information submitted is to be no more than 25 pages in length.
