Description
Notice of Intent to Award a Sole Source Procurement______________________________________________________ Request for Professional Services ? University of New Hampshire Storm Water Center The U.S. Environmental Protection Agency (EPA), Office of Acquisition Management inWashington, D.C. intends to award a sole source cost reimbursement contract under authorityof Federal Acquisition Regulation (FAR) 6.302-3 (a) (2) (ii) which implements 1 U.S.C. 253(c)(3) ? Industrial mobilization; engineering, developmental, or research capability; or expert services. The sole source award is for best management practices for nitrogen removal. The ultimate goals of this project are to: 1) improve water quality in New England waters, especially on a watershed basis, and 2) assist states and municipalities in taking actions to reduce water pollution and restore impaired waters, thus restoring designated uses of the water bodies. The Statement of Work (SOW) listed below to this notice provides a detailed description of the tasks required for the removal of nitrogen from stormwater. Based on extensive research efforts, the University of New Hampshire Storm Water Center has proven to be the only vendor capable of performing, controlled and thorough scientific/engineering research on the environmental impacts of BMP design regarding nitrogen removal. For this reason, it is in the best interest of the Government to award this procurement to University of New Hampshire Storm Water Center. No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the EPA equirements described herein may submit a response; which, if received within ten (10) calendar days of the date of this announcement on or by November 18, 2010 (11:00 am est), will be considered. Responses tothis posting must be submitted in writing via e-mail only. A determination not to compete the described contract based upon responses to this notice is solely within the discretion of the Federal Government. Stormwater Best Management Practices for Nitrogen Removal Purpose:The ultimate goals of this project are to: ?Improve water quality in New England waters, especially on a watershed basis, and?Assist states and municipalities in taking actions to reduce water pollution and restore impaired waters, thus restoring designated uses of the water bodies. Task 1. Periodic meetings/calls and progress reports The Contractor shall provide EPA with quarterly progress reports on the project, and shall participate in conference calls or onsite meetings at the request of the EPA COR. Task 2. Quality Assurance Project Plan The Contractor shall submit to EPA for approval a Quality Assurance Project Plan (QAPP) for the collection of environmental data. The Contractor shall follow the EPA template for its QAPPs. EPA shall provide the Contractor with the EPA template for QAPPs. Task 3. Column Studies of Nitrogen Removal by Filter Media The Contractor shall perform laboratory studies on different filter media to assess their suitability for removal of nitrogen from stormwater in constructed best management practices. The Contractor shall select 1-3 soil blends that have shown promise in the lab for use in constructed BMPs. The Contractor shall report on the task in the final report (Task 6). Task 4. Field Studies in Constructed BMPs The Contractor shall use the selected media blends with promising experimental structural configurations in two constructed BMPs and shall test these BMPs over the course of a year of precipitation events and weather. The Contractor shall run these experiments along side of existing experimental BMPs to compare their performance on nitrogen removal, and on accompanying pollutants such as phosphorus and bacteria. The Contractor shall report on the task in the final report (Task 6). Task 5. Data for the BMPDSS Model The Contractor shall generate and provide EPA with pollutant removal data and design information for BMPs that have proved successful at removing high percentages of nitrogen from stormwater. These data should be formatted so as to be readily usable as inputs for EPA?s BMPDSS stormwater BMP computer model tool. The contractor shall provide EPA with draft copies of the data in such a way that EPA has one month to review them with sufficient time for the contractor to make changes should EPA?s review indicate that changes are necessary. Following EPA review of no more than one month, the Contractor shall provide EPA with a final version of the data. EPA shall provide the Contractor with formatting information. Data shall be submitted in electronic and paper form. Task 6. Final Report At the completion of the project, the Contractor shall provide EPA with draft and final copies of the final project report on the findings of the study, in both electronic and hard copies (three). EPA will review the draft report and provide comments within one month. Following EPA review, the Contractor shall provide EPA with a final version of the report.
