Description
This is a synopsis for a competitive services acquisition as required by FAR Part 5.2. THIS IS NOT A REQUEST FOR PROPOSAL. VENDORS SHALL NOT SUBMIT PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. The AF ISR Agency/A7KR Contracting Branch at Patrick AFB, FL announces the anticipated release of solicitation FA7022-11-R-0027 to support the Air Force Technical Application Center (AFTAC), Engineering, Management, and Analytical Service (EMAS) program. The objective of the EMAS contract is to utilize advisory and assistance services to augment the AFTAC Atomosphere and Space Directorate's organic technical capabilities, resources, and assets to ensure NDS mission readiness and to support the R&D of future systems and other advanced detection technologies to meet operational mission requirements for monitoring treaties and other directed technology applications. The contractor shall provide engineering, administrative and technical management, test and evaluation, and maintenance and logistical services. This acquisition will be conducted on an unrestricted basis, without set-aside. The applicable North American Industry Classification System (NAICS) code is 541330, Engineering Services, with a size standard of $4.5M. It is anticipated that the solicitation will result in award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), and Time and Material (T&M) line items. The anticipated period of performance will consist of a one-year base period followed by four, one-year option periods. The Government anticipates the issuance of the Request for Proposal (RFP) in January 2011. The RFP will be available electronically on the FedBizOpps website only (https://www.fbo.gov). The requirement is noncommercial in nature and any resultant contract will be awarded based on Past Performance Tradeoff process using FAR Part 15 procedures. Interested parties should register on-line and subscribe to receive procurement announcements related to this solicitation by entering the website at www.fedbizopps.gov.
