Description
RFP for General Clerk/Reader The General Services Administration (GSA), Federal Acquisition Service (FAS), Center for IT Schedule Program (QTAGA) intends to issue a Firm Fixed Price Labor Hour contract for a General Clerk/Reader. Award will be made to one vendor upon completion of the evaluation process. Solicitation Number QTAG-2010-PD-10001-N will follow FAR 13 procedures. Technical Proposal: The contractor shall: •Comply with Clause 52.212-1 "Instructions to Offerors - Commercial Items", which can be found in Section E.1 of the solicitation. •Submit most recent 10K Report. •Submit three (3) references as part of the past performance. The references shall include the name, address, phone number, fax, and email of the contact person. •Submit three (3) resumes of individuals(s) with experience to perform the tasks as outlined in the Statement of Work (SOW), Section B of the solicitation. •Submit a completed Representations and Certifications in accordance with Clause 52.212-3 Offeror Representations and Certifications - Commercial Items (OCT 2010), which can be found in Section E.3 of the solicitation. •Make every effort to provide personnel with current security clearance. However, personnel without clearances shall be able to obtain at least a National Agency Check with written Inquires (NACI), via the instructions outlined in the Homeland Security Presidential Directive - 12 (HSPD-12), which can be found under Section B.12 of the solicitation. •Propose candidates who are available to interview within two (2) working days of receipt of resumes. Upon reporting for duty, the selected applicant shall sign a nondisclosure statement (see Attachment C of the solicitation). Pricing Proposal The contractor shall: Submit pricing in accordance with Section E.3 52.212-2 Evaluation - Commercial Items (JAN 1999). Evaluation Factors While technical quality is significantly more important than price, price becomes more important as the technical quality of the proposals become more equal. The FAS Contracting Officer shall determine what trade-off between technical merit and price promises the greatest value to the government, price and other factors considered. Proposals will be evaluated using the following factors, which are listed in their order of importance: 1. Technical capabilities a.Experience of proposed personnel; b.Assessment of Interview; c.Availability of proposed personnel; 2.Past Performance 3.Price Submission of Technical and Price Proposals Offerors shall submit their technical and price proposal as soon as possible, but not later than 12 Noon, Eastern Time, Friday December 10, 2010, to the address provided below.
