Description
BACKGROUND Award SAQMMA11A0029 is a Department of State Blanket Purchase Agreement (BPA) for an Unlimited License Agreement (ULA) for groups of Service Oriented Architecture Enterprise Service Bus (SOA ESB) software suites to meet requirements in the bureau of Consular Affairs, with an option to purchase the same software for use throughout the Department of State (DoS). The proposed award is a new BPA under established General Services Administration's Information Technology 70 Federal Supply Schedule Contracts (GSA FSS IT 70). BPA Call contract type will be order-dependent (Firm-Fixed-Price or Labor Hour/Time-and-Materials). REQUIREMENTS OVERVIEW The DoS Bureau of Consular Affairs (CA/CST) requires an Unlimited/Enterprise Software License Agreement (ULA) for a commercial off the shelf (COTS) SOA ESB development and deployment software suite plus associated architectural services, installation/checkout services and enterprise SOA/ESB migration support services as described within solicitation SAQMMA10Q0005. Under the Unlimited Software License Agreement, CA shall receive the right to deploy the programs listed in the delivery order to an unlimited number of processors for the use of End Users and use that software in perpetuity pursuant to the negotiated Unlimited/Enterprise Software License Agreement terms and conditions. The contractor's Unlimited/Enterprise Software License Agreement shall cover all internal and external SOA/ESB implementations across the CA enterprise as it currently exists and evolves over the period of performance, to be used by all individuals of the DoS and any other Federal agency accessing any DoS networks (e.g., domestic and overseas DoS employees, domestic and overseas DoS contractors, subcontractors and consultants engaged with DoS enterprise SOA implementation, operation, administration and maintenance, etc. The ESB is an orchestrated web service environment that uses the internet. The agreement shall cover unlimited connections for all DoS public facing web services and unlimited connections for all internal web services that fall within the scope of the CA SOA/ESB enterprise described above. On an optional basis, if exercised, the contractor's Unlimited/Enterprise Software License Agreement shall also cover all internal and external SOA/ESB implementations across the DoS (excluding the Bureau of Consular Affairs) information exchange domain as it currently exists and evolves over the period of performance by all individuals of the DoS and other Federal agencies accessing any DoS networks (e.g., domestic and overseas DoS employees, domestic and overseas DoS contractors, subcontractors and consultants engaged with DoS enterprise SOA implementation, operation, administration and maintenance, etc.).The ESB is an orchestrated web service environment that uses the internet. The agreement shall cover unlimited connections for all DoS public facing web services and unlimited connections for all internal web services that fall within the scope of the DoS SOA/ESB enterprise described above. Additionally the contractor shall provide services at Time and Material (T&M) rates for up to 20,000 hours of Ad Hoc contractor consulting services over the five year period of performance.
