Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Background Reproductive toxicity continues to be of major concern, both within the National Toxicology Program (NTP) and in the general public. The need to continue testing chemicals for possible reproductive toxicity in both sexes is greater than ever. The Sperm Count and Vaginal Cytology Evaluations (SCVCE) are performed on tissues obtained from animals in the NTP's 90-day toxicity studies and provide a short-term "biomarker" test of potential reproductive toxicity. Purpose and Objectives The purpose of this contract is to support and assist the NTP research effort to evaluate and analyze testicular homogenization resistant spermatid head counts and estrus cycling using vaginal cytology slides and testicular tissue samples provided by NTP-designated laboratories. Project requirements The contractor shall furnish all personnel, materials, facilities, and equipment necessary to evaluate the effects of environmental agents on the vaginal cytology/estrus cyclicity and testicular sperm counts of laboratory animals (specifically, mice and rats), and report the results of these evaluations to the NTP. The Contractor shall perform all work under this contract in compliance with Good Laboratory Practices (GLP). The contractor shall provide a Final Report of all data (including summary and individual data, as well as all statistical analyses of these data), deviations from the defined protocol, and a summary of the evaluation results; and provide technical assistance and training for personnel at the NTP-designated toxicology laboratories involved in obtaining data/materials for use in this contract. Training shall include procedures and topics such as optimal methods of assessing sperm motility and velocity measurements by computer assisted semen analyzer (CASA), and review and optimization of methods for preparing vaginal cytology slides. The Contractor shall also prepare SOPs for all of the SCVCE analysis procedures as well as prepare and provide Buffer Solutions to the NTP-designated toxicology laboratories for the sperm assays. Other important considerations Electronic documents and reports are anticipated to be included in the deliverables of the resultant contract. When acquiring Electronic and Information Technology(EIT), the government is obligated to meet the accessibility standards at 36 CFR Part 1194 and Section 508 of the Rehabilitation Act of 1973. Section 508 service requirements for Information Content are applicable for this requirement and must address 36 CFR Part 1194, Subpart D, Information, Documentation and Support. Capability statement / Information sought Respondents to this notice must provide, as part of their responses, a capability statement to include the following: 1) Information regarding: (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; and (d) corporate experience and management capability; 2) DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc) pursuant to the applicable NAICS code; Interested organizations are required to submit one electronic copy of their capability statement not to exceed five (5) pages. Standard product brochures will not be considered a sufficient response to this sources sought synopsis. Telephone and facsimile responses will NOT be accepted. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s)."
