- The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of providing a broadly tunable laser system with picosecond pulses. The laser system is to be used in the energy research program of the Center for Nanoscale Science and Technology. The main purpose of the system is to provide a reliable picoseconds source in the near-IR and MID-IR spectral region for spectroscopy applications. After results of this market research are obtained and analyzed and specifications are developed for system that can meet NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. NIST has a need for a laser system that would meet the following functional requirements: The main purpose of the system is to provide a tunable pulsed coherent light source for the near-IR and mid-IR spectral regions. The laser system shall have the following minimum specifications: a) Gap-free wavelength tuning range: at least from 1.55 µm to 16.00 µm without gaps b) Output pulse energy: at least 10 µJ per pulse in the region of 1.55 µm to 10.00 µm; at least 5 µJ per pulse in the region of 10.00 µm to 14.00 µm and at least 2 µJ per pulse in the region of 14.00 µm to 16.00 µm. c) Pulse repetition rates: 1 kHz ideal (up to 10 kHz acceptable) d) Linewidth: better than 1 cm-1 across all the tuning range e) Pulse duration: from 20 ps to 100 ps (a fixed pulse duration in this range is acceptable) f) Wavelength tuning steps: 1 nm or smaller across all the tuning range. g) The time to change wavelength output should be less than 1 s h) Beam size at the 1/e2: 5 mm or smaller across all the tuning range i) Beam divergence (defined as the full angle at the 1/e2 point) : smaller than 2 mrad j) Beam angular pointing instability: smaller than ± 0.5 mrad k) Beam position pointing instability: smaller than ± 1.0 mm l) Pulse to pulse energy variation at fixed wavelength smaller than 7%. m) The laser should have a trigger signal (TTL signal) which occurs within 200 µs of the laser pulse and pulse jitter shorter than 10 ns. n) The laser system must have only one beam output port o) The laser system must have a collinear visible laser (class I or class II) for alignment purposes. p) Have an pump energy monitor q) Computer (PC)-controlled with drivers included. r) Device shall include at least 1 year warranty, installation and training. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 500 employees or less. Please include your company's size classification in any response to this notice. Companies that manufacture laser systems are requested to email a detailed report describing their abilities to todd.hill@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(ies) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are sent to todd.hill@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
