Description
Design Project 484-11-102 A/E Energy Efficient Exterior Lighting and Interior Motion Sensors/Lighting Controls. Professional A/E services to prepare construction drawings and specifications, construction estimates, and provide construction period services. This project will engage an architectural/engineering firm to provide AE services for the development of design documents (drawings and specifications, etc.) for the installation, modification and/or replacement of all inefficient exterior lighting with energy efficient exterior lighting, outdated and non-working motion sensors and required controls/communication, and lighting controls as required along with any related computer peripheral equipment at facilities within the VISN 7 Network of the VA. All work shall be designed in accordance to VA Standards and be 30% more efficient than ASHRAE 90.1. The VISN 7 sites included in this contract are Atlanta, Augusta, Dublin, Charleston, Columbia, Central Alabama (Tuskegee and Montgomery), Tuscaloosa and Birmingham VAMCs. AE may also propose alternatives that are not listed. The estimated construction budget is between $10,000,000 and $20,000,000. The area for consideration for this acquisition is restricted to a 250 Mile radius of Atlanta, Georgia. The prime contractor must have an office in a 250 mile radius of Atlanta, Georgia. The North American Industry Classification System (NAICS) Code is 541330. The small business size standard is $4,500,000 in annual gross revenues averaged over the past three years. Interested firms must submit SF 330 with appropriate documentation to Tracy Riley, Contracting Officer, by e-mail at tracy.riley2@va.gov by 4:30 p.m. CST on January 5, 2011. Forms are available on the internet at: http://www.gsa.gov/portal/forms/type/SF The A/E selection criteria shall include the following elements (I) through (VII): (I) Team proposed for this project (Background of the personnel: Project Manager, Key personnel, Consultants (identify who will be providing expertise in: lighting to include controls, hazardous waste material identification and removal and installation, cost estimating, energy savings assessments & construction inspection); (II) Proposed management plan in the area of Conceptual and Design Phase (is team selection driven by experience or job location) and Construction Phase; (III) Previous experience of proposed team in the area of medical design in lighting and energy savings designs; (IV) Location and facilities of working offices (prime firms and consultants); (V) Proposed design approach for the project (proposed design philosophy and anticipated problems and potential solutions); (VI) Project Control (techniques planned to control the schedule and costs and personnel responsible for schedule and cost control; (VII) Estimating Effectiveness (Ten most recently bid projects); (VIII) Sustainable Design (Team design philosophy and method of implementing; (IX) Miscellaneous Experience and Capabilities; (CADD & other computer applications, value engineering and life cycle cost analyses, environmental and historic preservation considerations, energy conservation and new energy resources, CPM and fast track construction; (X) Awards (Awards received for design excellence); (XI) Insurance and Litigation (Type and amount of liability insurance carried, litigation involvement over the last 5 years and its outcome). This is not a request for proposals. No material will be issued and no solicitation package or bidder/plan holder list will be issued. This procurement is restricted to service-disabled, veteran-owned small businesses.
