Description
The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition for business, functional, and technical services to support additional aspects of the Enhance the Veteran Experience and Access to HealthCare (EVEAH) Initiative. The TAC intends to award a sole source firm-fixed-price (FFP) contract via modification to Ray Group International, 100 South Ashley Drive (Suite 1700), Tampa, Florida 33602, a Service-Disabled Veteran-Owned Small Business (SDVOSB) pursuant to authority 38 U.S.C. 8127(c), Veterans First Contracting Program and Federal Acquisition Regulation (FAR) 6.302-5, "Authorized or required by statute." The services consist of functional analysis, project planning, technical support, and other similar services that are essential to planning, controlling and operating a large, complex initiative. The EVEAH initiative, one of the Secretary of Veteran Affairs' (VA's) sixteen (16) transformational initiatives, focuses on eliminating disparities in access to care wherever they exist within our system. VA has already transitioned certain care from inpatient to outpatient settings where technology solutions safely permit, through telemedicine, in-home care, and other delivery innovations. The VA will continue to focus on the gaps for underserved Veteran populations, and on expanding their access so that every Veteran can get the care they need-at the right place and the right time. The EVEAH initiative includes outreach efforts to proactively identify and communicate with Veterans who may be eligible for services, but may be unaware of the benefits to which they are entitled or do not know how to enroll for such benefits. Additional aspects to the EVEAH initiative have been added that were not previously included in the initiative. These additional aspects require business, functional, and technical services. These additional aspects to the EVEAH initiative include Annual Surgery Updates (ASU), Absent Sick in Hospital (ASIH) software updates, Emergency Department Integration System (EDIS I & II) enhancements, Veterans Implant Tracking and Alert System (VITAS) enhancements, and National Utilization Management Integration (NUMI). The North American Industrial Classification (NAICS) for this effort is 541990. The estimated date of award for this action is December 31, 2010. This is a notice of intent and is not a request for competitive proposals.
