- This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned a code of 541990 in the North American Industry Classification System (NAICS), and the size standard for such requirements is $7 million. The National Institute of Cancer (NCI), Genetic Epidemiology Branch (GEB), is anticipating re-competing a full and open competition contract for support for interdisciplinary studies. This support services contract is essential for GEB to maintain its program of family studies and to develop strategies for larger population studies. Family studies are an important platform for discovery of genetic variation related to cancer. They are also an important component of the NCI's focus on consortia, and represent a paradigm of collaborative, coordinated efforts with multiple extramural colleagues. The contract will establish a mechanism to provide all the services required to conduct a wide variety of domestic and international family studies and field (case-control and cohort) studies. Some of the major activities of the contract include: 1) Providing nursing support including contacting family members; enrolling family members; obtaining clinical information and records; requesting pathology slides for diagnosis confirmation; arranging for family members to be evaluated by GEB investigators in the Cancer Genetics Clinic at the Clinical Center; performing phlebotomy; arranging and conducting field trips to evaluate family members; verifying information for the family registry database; developing and providing educational materials for participants; and participating in genetic counseling and risk notification; 2) Maintain a locked medical record room to which GEB investigators have immediate access; 3) Developing coordination and liaison at a local or international level with collaborating investigators or institutions whose cooperation is needed for the conduct of a study; 4) Assist in the design and pilot testing of forms required for field investigations (e.g., questionnaires, abstracting forms, coding forms, manuals for field procedures and other documents); 5) Hire, train and supervise field personnel (interviewers, abstractors, and others); 6) Identify study subjects, including locating cancer patients and/or their relatives, selection of controls through such methods as random digit dialing and acquisition of appropriate study population rosters or files; 7) Collect data (interviewing/record abstraction, biologic specimen collection and processing); 8) Maintain quality control and standardization so that appropriate and valid data result. To be deemed capable of providing the current need for the study the offeror must submit a written capability statement. Organizations that submit capability statements in response to this notice will be evaluated against the following technical areas of experience and expertise: 1. Personnel/Experience: a) Organizational experience in conducting and simultaneously managing concurrent, multiple, large (including international) investigations and family studies b) Experience with oversight of large, complex contracts c) Ability of the Offeror to respond quickly to changes in priorities and to supply support to urgent new efforts as directed by the Project Officer. d) Proposed nursing staff must have experience in cancer genetics e) The offeror must demonstrate how it will accomplish the task of attendance at face-to-face discussions, on a nearly daily basis, between the NCI project officers and the Project Director and/or nursing staff or project managers of individual studies in order to monitor and review progress on project activities f) The offeror shall provide the name of the principal investigator, his/her professional qualifications and specific experience as a key investigator in large international genetic epidemiology studies with biospecimen collection, including blood and or buccal cells and tumors. g) The offeror shall demonstrate that the proposed investigation team and staff have previous experience in carrying out simultaneous family- and population-based studies in multiple geographic areas, including subject identification and recruitment, design of data collection instruments, data collection, biospecimen collection and shipping, and coding (standard disease, occupational, and geographic) and keying of data.. h) The offeror shall demonstrate that the proposed team and staff have previous successful experience in carrying out the requirements of the services stated herein. 2. Facilities: The offeror shall have the necessary dedicated office space and accommodations to fulfill the requirements. Organizations shall provide a description of security of medical record room, accessibility of medical records to NCI staff and tracking of records. The offeror must demonstrate how it will maintain the Family Studies Medical Record Room at a secure location which will assure that patient records will be delivered to the Project Officer at the Executive Plaza South Building, 6120 Executive Blvd, Rockville, Maryland within thirty (30) minutes of a request 3. Technical: The offeror must have secure data storage and transfer capability that can be compatible with personally identifiable data transfer to and from NCI secure networks. Respondents must include DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZONE, etc) pursuant to the applicable NAICS code. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation(s). Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response.
