- SOURCES SOUGHT SYNOPSIS This Sources Sought notice is issued for information and planning purposes only and no solicitation package is available. This notice shall not be construed as a Formal Solicitation, Invitation for Bids, Request for Proposals, Request for Quotes, or as an obligation on the part of the Government to acquire any services. Any information provided to the Government is strictly voluntary and there is no entitlement to payment of direct or indirect costs as a result of contractor submission of responses to this sources sought notice or Government use of such information. The Department of Justice, Justice Management Division, is conducting market research to identify potential sources capable of providing Medical Consulting Services for the Foreign Claims Settlement Commission (FCSC). The Foreign Claims Settlement Commission (FCSC) is a quasi-judicial, independent agency within the Department of Justice which adjudicates claims of U. S. nationals against foreign governments, under specific jurisdiction conferred by Congress, pursuant to international claims settlement agreements, or at the request of the Secretary of State. The Contractor shall provide board certified physicians, licensed in various medical specialties, including Orthopedics, Pulmonology, Radiology, and Neurology, to examine the claims and documentary evidence (including medical records) provided by the FCSC. The physicians shall determine the accuracy, reliability and veracity of the medical assertions and claims made, including: (1) the extent of the injuries, (2) the nexus of alleged physical injuries to the death of claimants, and (3) the nexus of physical injuries to specific incidents. The physicians shall also examine claims of disability to determine the credibility and substantiation of the claims of disability and credibility and substantiation of the claims of residual functional capacity of each claimant. Services shall be performed at contractor designated facilities. In some cases, the physician assigned to a specific claim may be requested to discuss by telephone his/her evaluation with FCSC staff. Interested parties are requested to submit a capability statement (including corporate experience and personnel qualifications) that clearly demonstrates the contractor's ability to perform the type of medical consulting services identified above. The contractor shall include the pricing scheme for services (i.e. hourly rate per physician specialty, fixed price per medical claim, etc.) and explain how the contractor safeguards information pursuant to the standards for Privacy Act and protected health information. The contractor shall indicate whether it currently provides or previously provided (within the past 3 years) the same or similar type of medical consulting services for the Federal Government, any state or local governments, or commercial firms, and provide the name of the organization, brief description of the services, and the time period during which the services were provided by the contractor. The response shall also include the following business information with the capability statement and the total document shall not exceed 10 pages : 1. Contractor Name 2. Contractor Address 3. Point of Contact Information, including Names, Phone Numbers, and Email Addresses 4. Business Size (i.e. Large, Small, Small-Disadvantaged, Veteran-Owned, Service-Disabled Veteran-Owned, HUBZone, Women-Owned, 8(a)) 5. DUNS Number 6. Status of CCR and ORCA Registration Responses shall be submitted electronically via email to Regina Williams, Contracting Officer, at regina.williams5@usdoj.gov. All responses to this Sources Sought notice must be submitted to the email address by no later than 3:00 p.m., Eastern Standard Time, on Thursday, December 9, 2010.
