Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6076, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Laboratory of Translational Genetics (LTG) plans to procure on a sole source basis with Beckman Coulter Genomics, 36 Cherry Hill Drive, Danvers, MA 01923 for a standing order for six (6) CleanSEQ and three (3) AMPure reagents. This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 325413 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be for 11 (eleven) months from the date of award and delivery shall be as follows: January 10, 2011: 1 CleanSEQ 50k Rxn, 1 AMPure XP 4450mL March 14, 2011: 1 CleanSEQ 50k Rxn May 9, 2011: 1 CleanSEQ 50k Rxn, 1 AMPure XP 4450mL July 11, 2011: 1 CleanSEQ 50k Rxn September 12, 2011: 1 CleanSEQ 50k Rxn, 1 AMPure XP 4450mL October 10, 2011: 1 CleanSEQ 50k Rxn One of the goals of the Laboratory of Translational Genomics is to dissect the genetic basis of single nucleotide polymorphisms (SNPs) validated in large scale genome-wide association studies (GWAS). This approach will identify new regions to be studied in great detail and eventually applied to large molecular epidemiology studies to estimate the magnitude of the effect. To accomplish this goal, thousands of patient DNA samples are sequenced each year to identify common gene variants, known as single nucleotide polymorphisms (SNPs). This genotyping is done using a well-established, high-throughput sequencing platform that utilizes ABI Prism® BigDye® Terminator (BDT) cycle sequencing chemistry. The NCI uses Beckman Coulter Genomics’ (previously Agencourt) AMPure for PCR product clean up, in conjunction with the NCI’s Biomek FX Laboratory Automation Workstation. This reagent utilizes a novel chemistry called SPRI®, an acronym for S olid P hase R eversible I mmobilization, and is licensed exclusively to BeckmanCoulter Genomics under U.S. Patents 5,705,628,5,898,071 and 6,534,262. The Beckman Coulter Genomics’ CleanSeq is also used for BDT sequencing product clean up in conjunction with the NCI’s Biomex FX Laboratory Automation Workstation. This reagent utilizes a novel chemistry called SPRI®, an acronym for S olid P hase R eversible I mmobilization, and is licensed exclusively to Beckman Coulter Genomics under U.S. Patents 5,705,628,5,898,071 and 6,534,262. The NCI regularly runs 500 PCR reactions and 1000 sequencing reactions per day. In order to process so many reactions the NCI requires a fast, simple automated technique to purify reaction products. The NCI’s automation instrument is a Beckman Coulter Biomek FX Laboratory Automation Workstation. The Biomek FX is a general purpose liquid handling “robot” that can efficiently and reproducibly transfer small volumes of solution into, out of, and between multi-well microtiter plates (and other labware). In FY09 we purchased, from Agencourt (now Beckman Coulter Genomics) methods that allowed for the purification of PCR and sequencing reaction products. These methods were developed (programmed) and modified specifically for our Biomek FX. The NCI must continue to purchase the necessary reagents in order to continue the methods for purification of PCR and sequencing reaction products. (AMPure and CleanSeq). Because these reagents rely on patented technology, they are only available from a single source, Beckman Coulter Genomics. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on December 17, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
