Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Control & Population Sciences (DCCPS), Surveillance Research Program (SRP), plans to procure on a sole source basis with StatNet Consulting LLC, 20203 Goshen Rd., #189, Gaithersburg, MD 20879 to perform experimental statistical analyses and provide recommendations on spatial patterns in cancer data. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541990 and the business size standard in $7.0M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve months with two twelve month option periods. The Surveillance Research Program (SRP) has developed a series of statistical methods for the analysis of spatial patterns in cancer data. These include a spatial scan statistic (SaTScan), a spatial outlier detection tool (MGPS), a median-based spatial smoother (Headbang), and a spatial-temporal model of cancer incidence. SRP has also developed a number of statistical methods to detect non-spatial patterns in cancer surveillance data like Joinpoint, a linear spline tool to detect changes in temporal trends. Finally, SRP has developed a number of statistical and geographical visualization tools including Micromaps and ESTAT - the Exploratory Spatial-Temporal Analysis Tool. SRP currently uses these tools in many ways for cancer surveillance and reporting activities. The contractor shall: 1) perform experimental statistical analyses & provide recommendations on spatial, spatial-temporal, and geovisual approaches to understanding cancer data; 2) provide recommendations & guidance as a subject matter expert for spatial and geographical statistical analyses and; 3) provide recommendations & guidance to SRP staff for their implementation or recommendations from the Strategic Planning Review Group related to geospatial analyses of cancer data. StatNet Consulting, LLC is uniquely qualified to conduct these activities based on the education and prior experience of key staff (Dr. Linda Pickle, the Principal and Chief Statistician) StatNet Consulting has over 30 years experience in applied statistics and spatial statistics and over 170 publications including many ground-breaking and seminal publications in spatial statistical methods and geo-visualization. StatNet Consulting has worked with the SEER program at NCI and has many years of direct experience with the analysis of SEER cancer data. This company is very familiar with the statistical applications and methods involved in this project, having been a key participant in their development. StatNet Consulting, LLC, originally conceived of and developed the spatial-temporal model of cancer incidence that is a primary cornerstone of this project and has provided guidance on previous geo-visualization projects and has proposed very innovative applications of geo-visualization methods to SEER data analysis and quality control issues. It is in the best interest of the government to award this contract to StatNet Consulting, LLC. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on December 17, 2010. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
