Description
NASA/LaRC has a requirement for the fabrication of two Instrumentation Rack andAssembly.NASA/LaRC intends to purchase the items from from AVCON Industries Inc as these rackswere designed specifically to connect securely to the seat and ceiling rails of NASALaRC's B200 aircraft. These racks must meet the same size and mounting requirements asthe existing racks and must be fully interchangeable with the existing racks. Theexisting racks were designed, fabricated and certified as part of the modification to theNASA Langley B200 aircraft. Therefore, it would not be feasible to negotiate with adifferent vendor due to potential incompatibility for connection between the racks. Itwould take substantial duplication of time and money for another company to offer asimilar product that would meet this requirement.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon December 15, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
