- Description
- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 11-233-SOL-00028. The solicitation is issued as a Request for Quote (RFQ) (iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. (iv) The corresponding NAICS code is 541511 and the small business size standard is 187.0 million. (v) List of contract line item number(s) and items, quantities and units of measure - Not applicable. (vi) Description of Requirements - This requirement is for 4 training session on the STAR system developed by VIPs. The level of trainings is for 3 Basic trainings and 1 Intermediate training. The sessions need to comply with all technical and specifications if the STAR system as VIPs developed and correlate with the Department of Health and Human Services, the Office of the Inspector General needs of the system: i.e. extensive query, analysis, and reporting capabilities that are built on years of operational experience in the area of fraud, waste and abuse. The system comes with a toolkit designed for us in identifying, investigating and documenting fraud, waste, and abuse. It also address work management tools that guide and facilitate data analysts as they interrogate healthcare data, looking for aberrant billing patterns that may indicate fraudulent practices. (vii) All services are to be provided December, 2010 through August, 2010. Training shall be held in DC metropolitan area and up to 22 students will attend each session. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. (x) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer or acknowledge its listing in Online Representations and Certifications Application (ORCA). (xi) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (xii) The clauses at FAR 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders - Commercial Items, applies to this acquisition. (xiii) Sole Source justification: This acquisition is conducted under the authority of 41 U.S.C 253(c)(1) as set forth in FAR 6.302-1(c), only one responsible source and no other supplies or services will satisfy agency requirements. The US Department of Health and Human Services, Program Support Center, on behalf of the Office of the Inspector General, intends to award a purchase order to VIPS, INC, located at 1 W Pennsylvania Ave Baltimore, MD 21204-5036. VIPS, INC is uniquely qualified to provide the STAR trainings. It is the only known source that meets all of the following requirements: provides a technical class on STAR System as they were the company to develop this system specifically for the OIG, that is customizable to the OIG environment; provides both lectures and a hands-on lab environment; will provide the training their location in Baltimore, MD; provides instructors with technical knowledge in STAR technology.
