- NASA Glenn Research Center (GRC) has a requirement for the continuation ofContract/Task Order NNC08TA48T with Ohio Aerospace Institute (OAI) Analysis ofUnsteady Rocket-Based Combined-Cycle Propulsion Concepts. This requirement will supportthe Design and Analysis of Pulse-Detonation Rocket-Based Combined-Cycle (PDRBCC)Propulsion System. Multi-Dimensional Computational Fluid Dynamics (CFD) simulations ofthe PDRBCC launch vehicle flowpath developed by OAI shall be performed using a validatedCFD code to determine system performance from lift-off through orbital insertion. Flowpath performance optimization is to be performed based on CFD results, with interimresults to be reported at the 2011 JANNAF propulsion conference. Propulsion performancedata will be used in low-cost access-to-space system studies to be performed by NASAstarting in 2012.NASA Glenn Research Center (GRC) intends to issue a sole-source Request for Proposal(RFP) to Ohio Aerospace Institute. Pursuant to FAR 13.106-1(b)(1), the acquisition ofthe reference services are determined to be available from only one source.The estimated period of performance of this fixed price task order extension will be fortwelve months from January 1, 2011 to December 31, 2011. OAI is the only organizationcurrently qualified to perform the subject requirement for the following reasons: 1) Unique conceptbeing studied was developed by OAI, which has filed an inventiondisclosure. No other organization has personnel experienced with the design details ofthis unique, complex concept. 2) Analysis must be performed using a validated computercode. The only code that has ever been validated for this analysis is an OAI developedcode only available at OAI. Work required to validate another code would cause delaysin performing the required analysis, in turn delaying the planned FY 12 NASA systemsstudy.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Organizations who believe they can provide these services without any detrimental impactto the program schedules supported by this work should fully identify their interest andcapabilities within 15 days after publication of this synopsis. Interested organizationsmay submit their capabilities and qualifications to perform the effort in writing to theidentified point of contact not later than 4:30 p.m. local time on December 20, 2010. Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
