Description
THIS IS A SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI) FOR MARKET RESEARCH PURPOSES ONLY. The Fort Hood Mission Installation Contracting Command (MICC), Fort Hood, TX is in the process of determining the acquisition strategy for procuring Clothing, Uniform, and Personnel Gear for emergency services personnel (Police, Fire Department, Game Wardens, and Security Guards) to include custom fitting (measurements will be taken on the Fort Hood installation) and sewing services. This is a RFI and not a formal solicitation. Any formal solicitation will be announced separately at a later time. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. Contact with Government personnel, other than the Contract Specialist or Contracting Officer, by potential offerors or their employees regarding this requirement is strictly prohibited. The purpose of posting this RFI is to locate a capable contractor that is interested in providing Emergency Services Personnel Gear and Uniforms to include custom fitting and sewing services and to ask questions about the manufacturing of these supplies. The contractor shall provide personnel, management, equipment, tools, parts, supplies, transportation and any other items or services not government furnished necessary to provide Emergency Services Personnel Gear and Uniforms. The scope of work includes, but is not limited to: Custom fitting all uniforms and boots to each officer. Traveling to Fort Hood, TX to do all fittings. Conduct replacement uniform refittings quarterly. Sew patches, hem pants, and embroider certain garments. The Government anticipates a base period of performance of one year plus four one year options. The U.S. Army is interested in determining if sufficient and qualified small businesses are available and interested in providing the contemplated supplies. The Army reserves the right to set-aside this entire acquisition for small business; however, we invite both large and small businesses to address the questions below: 1) Are there domestic (United States) manufacturers of Firefighter, Police, Game Warden, and Security Guard Uniforms and apparel? 2) Are these domestic (United States) manufacturers of Firefighter, Police, Game Warden, and Security Guard Uniforms and apparel classified as small businesses (500 or fewer employees)? The North American Industry Classification System (NAICS) for this requirement is 315211, Men's and Boys' Cut and Sew Apparel Contractors. To support the set-aside decision, it is particularly important that potential small business concerns provide comments to the questions above in addition to the following: (1) If you are a Small Business that performs on contracts under NAICS 315211 and plan on participating in the competition of this acquisition, please submit a capabilities statement. Information should be sufficient to support your capability to perform these requirements; (2) state your business size and approximate annual gross revenue; (3) list your specific small business category (if applicable) for your company whether (a) HUBZone Small Business; (b) Small Disadvantaged Business; (c) 8(a) Firm; (d) Women-owned Small Business; (e) Service-Disabled Veteran-Owned Small Business; (f) Veteran-Owned Small Business; and (g) other (explain); (4) provide your company's name, CAGE code, DUNS, Tax ID Number (TIN), address, point of contact, telephone number, and e-mail address; (5) provide suggestions to maximize the effectiveness of the anticipated solicitation and resulting contract in providing quality supplies to Fort Hood, TX. All responses must be provided no later than 4:00 P.M. CST, 8 Dec, 2010.
