Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to solicit for Medical Administrator Services (also known as the Third Party Administrator). The administrator will provide health care administration services for a group of Saudi military personnel assigned to the United States and Canada and their authorized dependants. This requirement is for administration and bill paying only and is not for the medical insurance itself. The Administrator will provide a claim system for the submittal of claims by various health care providers, screen the claims to determine if the coverage under the benefit conforms and are considered reasonable and customary, and promptly pay the provider accordingly. The Administrator will be reimbursed for claims paid out through the contract. The Administrator must have access to a working fund from which initial payments for claims will be made pending reimbursement under the contract. These services are needed to support the Naval Education and Training Security Assistance Field Activity (NETSAFA), Pensacola, FL. It is anticipated that the Navy will solicit a firm fixed price requirements type contract for the administrator services with cost type line items for reimbursement of the actual medical claims. The Period of Performance is 1 August 2011 through 31 July 2012, with four-one year option periods. Interested vendors will be required to submit price and technical proposals and the evaluation for contract award resulting from the forthcoming solicitation will consider the technical proposal more important than the price proposal. The applicable NAICS Code for this requirement is 524292 with a size standard of $7.0 million. The solicitation shall be solicited on an unrestricted basis. The Navy is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described services. All responsible sources may submit a proposal that will be considered by the Navy. The RFP will be made available on or about 1/11/2011 on both FEDBIZOPPS and NECO (http://www.neco.navy.mil).
