Description
The purpose of this Sources Sought Notice is to search for eligible and responsible SBA 8(a) Program participants capable of providing the requirements of the attached draft statement of work; please note that this requirement is a build to print effort and the hardware design and software shall not be changed in any way. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). It is a market research tool being used to determine potential sources prior to determining the method of acquisition and issuance of a RFP. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. There is no commitment by the Government to issue a solicitation, make an award. Information provided herein is subject to change. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website, located at http://www.fbo.gov/. It is the potential offeror's responsibility to monitor this site for the release of any follow-on information. Interested parties are requested to submit a capabilities statement of no more than 5 pages in length, and demonstrate their ability to provide the requirements listed in the draft statement of work. All data received in response to this notice, marked or designated as corporate or proprietary, will be fully protected from release outside the Government. All capability statements must be submitted electronically to the Contract Specialist in Microsoft Word format at the following email address: (damion.bailey@us.army.mil). Telephone and other means of oral communication requesting information is not permitted. Capabilities statements must be received no later than 2:00 p.m. (EST) on 15 December 2010. PROGRAM DESCRIPTION: PEO STRI Project Manager for Training Devices (PM TRADE), Project Manager for Combat Training Instrumentation Systems (PM CTIS) is fielding a Homestation Instrumentation Training System Exercise Control (HITS EXCON). As such, PM CTIS has a requirement for production and fielding of up to fifteen (15) HITS EXCON systems over the next five (5) years. This effort includes production of the HITS EXCON in accordance with hardware configuration documents, installation of Government Furnished Information (GFI) software, integration of Government Furnished Equipment (GFE) range instrumentation components, fielding of the systems, and initial operator and maintainer training. The HITS EXCON hardware design and GFI software is located on the LT2 Portal (https://www.lt2portal.org; follow the product link to the HITS folder). The vendor shall produce hardware in accordance with these documents. PM TRADE's Consolidated Product-Line Management (CPM) contract will maintain the HITS EXCON baseline (hardware and software). CPM will perform configuration management. PEO STRI's War Fighter Focus (WFF) contract will provide operators and maintainers. WFF will perform routine software and hardware upgrades. The LT2 Portal (https://www.lt2portal.org) is the web access for the Live Training Transformation (LT2) Product Line. The left side of the LT2 Portal homepage has the registration link. Registration is required to view the HITS EXCON product information. The vendor shall attend site visit(s) prior to fielding the HITS EXCON, produce the HITS EXCON, perform a HITS EXCON Security Technical Implementation Guide review, ship the HITS EXCON to the installation, provide New Equipment Training (NET) to the operators and maintainers, and support validation to ensure the HITS EXCON equipment was correctly produced and test that the training was adequate. ACQUISITION APPROACH: The Government anticipates that the program requirement will be fulfilled via a Firm-Fixed Price (FFP) indefinite delivery/indefinite quantity (ID/IQ) contract in accordance with FAR Subpart 16.5. The Government anticipates a period of performance of no more than five (5) years consisting of a one (1) year basic period and four (4) one-year options. The anticipated delivery date of the basic period will be six months after award of the contract. RESPONSES REQUIRED: Responses shall be limited to five (5) pages or less including the cover page and all attachments. Vendors shall provide a summary that addresses the following: - Experience building hardware and loading software in accordance with system specifications. - Experience delivering completed systems, new equipment training (NET), and turning over a system to the costumer (please highlight any deliveries to U.S. Army installations). - Provide a plan addressing how you'll meet the requirements listed in FAR 52.219-14, Limitations on Subcontracting.
