- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center (NSWC) Crane Division intends to enter into a 5-year Basic Ordering Agreement (BOA) with BAE Systems Land and Armaments, 163 Rochester Drive, Louisville, KY. The 5-year BOA will have a ceiling of $9,900,000. The BOA will be un-priced. This BOA may include Job Orders in accordance with the Statement of Work for the following: engineering and logistics support services, test and evaluation, maintenance and repair, purchase of test equipment, fabrication of system components, fabrication and purchase of parts and spare parts, ordnance alterations, safety and security services, software and data associated with the MK 36 Decoy Launching System (DLS) and the MK 53 Decoy Launching System (DLS). The orders issued will be for the support and advancement of the NULKA program. This requirement will be negotiated on a sole source basis in accordance with the statutory authority in 10 USC 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the proprietary nature of the technical data for the systems and the duplicative costs and time that would be required to reverse engineer the system. This procurement will utilize the alpha contracting process and a solicitation will not be posted to the World Wide Web. All changes to the requirement that occur prior to the closing date will be posted to Crane website, FedBizOpps and NECO. Parties interested in obtaining a copy of the requirements document can request electronic copies from the POC below via email only. No hard copies of the requirements document will be mailed.
