Description
Performance Work Statement for SB1341-11-RQ-0019 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. FAR Part 13, Simplified Acquisition Procedures, are being utilized for this acquisition. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 2005-41. This is a total small business set aside under NAICS Code 541690 with a size standards of $7.0 M, competitive procurement. 1352.215-73 INQUIRIES (MAR 2000) Offerors must submit all questions concerning this solicitation in writing to the Contract Specialist. They must be received no later than seven (7) calendar days after the date of this solicitation. All responses to the questions will be made in writing and included in an amendment to the solicitation. Offerors will be responsible for obtaining related amendments to this solicitation, if any, from www.fbo.gov. It is the responsibility of each potential offeror to monitor www.fbo.gov for any amendments or other information related to this solicitation. Any communications regarding this acquisition must be made in writing and forwarded via email to Janine Kerns at janine.kerns@nist.gov and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. APPLICABLE PROVISIONS AND CLAUSES FOR THIS SOLICITATION: The following FAR provisions and clauses apply to this solicitation: FAR 52.212-1; FAR 52.212-3; FAR 52.212-4; FAR 52.212-5, including 52.222-50, 52.233-3, and 52.233-4 in paragraph (a)(1), and the following fill-ins in paragraph (b): 52.219-6; 52.219-28; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-36; 52.225-13; 52.22-17; 52.232-33. The following CAR provisions and clauses apply to this solicitation: 1352.201-70; 1352.209-71; 1352.209-72; 1352.209-73; 1352.233-70; 1352.237-71; 1352.237-73; 1352.237-73; and 1352.239-73. All provisions and clauses may be viewed at http://oam.eas.commerce.gov/CAPPS_car.html. Section 508 of the Rehabilitation Act of 1973, as amended, does not apply to this acquisition. The Contractors shall provide a technical and price response in accordance with the attached Performance Work Statement, Quotation Submission Instructions, and Evaluation factors for award CLIN 0001 -Contractor Support Services in Accordance with the attached Statement of Work Period of Performance: Date of Award through July 31, 2010 Qty: 1; Unit: JB Addendum to FAR 52.212-1 Instructions to Offerors-Commercial Items QUOTATION PREPARATION Paragraph (a) "North American Industry Classification System (NAICS) code and small business size standard." The following is hereby added: The subject requirement under this solicitation is 100% set-aside to small business concerns. The NAICS code for this requirement is 541690 and size standard is $7.0 Million. Paragraph (b) Submission of Offers. The following amends this paragraph with respect to the information and documents required for submission in response to this solicitation. QUOTATION SUBMISSION INSTRUCTIONS 1) The following information and documentation are required for submission in response to this request for quotation, in accordance with the guidelines outlined below. Quotation Content: Quotation shall consist of three separate electronic files: a) Business Quotation, b) Technical Quotation and c) price. a. Business Quotation: Firm Fixed Price per all Tasks Defined in the Performance Work Statement; b. Technical Quotation: 1) Technical Capability Technical Approach Offeror shall provide a detailed technical approach for satisfying the requirements outlined in the Performance Work Statement. The technical approach shall address the requirements and reflect a clear understanding of the work to be performed. 2) Staffing Plan The Offeror shall provide its Staffing Plan. The Staffing Plan shall identify the Offeror's proposed labor mix and and thoroughly describe the rationale for the proposed labor mix. The Staffing Plan shall also include a detailed resume for the proposed personnel, to include their name, the organization name of their current employer, their relevant education, their relevant capabilities and experience, and their current country of citizenship. 3) Past performance The offeror shall provide past performance information regarding all relevant contracts for the PAST 3 YEARS with federal customers. The information shall describe contracts of a similar type and scope as the current requirement. If the offer intends to use another firm for part of this requirement, that firm's past performance information shall also be provided. If the offeror has no relevant past performance it should include a statement to that effect in its proposal. The government reserves the right to consider data obtained from sources other than those described by the offeror in its proposal. The description of each contract described in this section shall not exceed a half page. For each of the above listed contracts, the offeror shall provide the following information: a)Contract Number; b)Dollar amount; c)Description and relevance to solicitation requirements; c)Period of Performance - Indicate by month and year the start and completion (or "ongoing") dates for the contract; e)Name and address of the client with current telephone number and email address of a point of contact of the client responsible for this contract; f)Contracting Office - If a Government contract (federal or state), identify the Procuring Contracting Officer, Contracting Officer's Representative (COR), and their names and current telephone numbers and email address; g) Contract Performance - A brief summary of performance provided. h)The offeror shall include information regarding any problems encountered on the contracts described above and corrective actions taken to resolve those problems. 3) Price. Provide a firm-fixed price for Contract Line Item Number (CLIN) 0001. d. It is the responsibility of the offeror to confirm and maintain receipt of quote, delivery date, and time and ensure delivery is on time. 2) Electronic version of quotes must be received at janine.kerns@nist.gov in MSWord or Adobe acrobat pdf format no later than 4:00PM, EST, December 8, 2010. 3) Any questions regarding this solicitation shall be submitted in writing to janinekerns@nist.nov no later than December 6, 2010 at 9:00 am EST. The Government will only respond to written questions. (End of Provision) Evaluation Factors for Award a. The Government intends to make a single award but reserves the right to multiple awards or make no award as a result of this request for quotations. b. The Government reserves the right to award this order based on initial quotations without holding discussions. Therefore, the initial quotations shall contain the offeror's best terms and conditions. c. Award will be made, if at all, to the responsible offeror whose offer conforming to the requirements of the solicitation represents the best value to the Government considering the Government's evaluation of the following factors: (1)Technical Capability, (2)Staffing Plan, (3) Past Performance and (4) Price. Relative weight of evaluation factors. The evaluation factors are listed below in descending order of importance. Together, Technical Approach, Experience and Past Performance are significantly more important than Price. The importance of price in the evaluation will increase with the degree of equality among quotations of the non-price factors. (1) Technical Capability (a) Technical Approach The technical approach will be evaluated based on the information contained in the technical proposal that demonstrates the degree of the Contractor's understanding of the requirements, including the soundness of the Contractor's proposed methodology to effectively meet and comply with the tasks outlined in the Statement of Work (SOW). (2) Staffing Plan NIST will evaluate the offeror's proposed staffing plan rationale and the resumes of the proposed key personnel to determine the extent to which their background, education, work experience, and accomplishments demonstrate their ability to effectively perform the requirements of the performance work statement (3) Past Performance The Government will evaluate the Offeror's and, if appropriate, its proposed subcontractors' past performance information to determine its relevance to the current requirements and the extent to which it demonstrates that the offeror has successfully completed relevant contracts in the past three years. In assessing the offeror's past performance, NIST will evaluate the quality, timeliness and ability to control cost and schedule of past work to determine the quality of service, and the extent to which the offeror has performed work of a similar type, magnitude and complexity. The Government will assign a neutral rating to offerors with no relevant past performance. (4) PRICE The proposed price will be evaluated but not scored. The price evaluation will determine whether the proposed prices are fair and reasonable in relation to the solicitation requirements. Proposed prices shall be entirely compatible with the technical quotations. Although price is the least important evaluation factor, it will not be ignored. The degree of importance of the proposed prices will increase with the degree of equality of the quotations in relations to the other factors on which selections is to be based. (End of Provision)
