- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to award on a sole-source basis to Interstate Electronics Corporation (IEC), 602 E Vermont Ave, Anaheim CA 92805-5607 for a continued research effort for software, data and technical consultation to support transforming raw, C-Band MCR data into reflectivity and other supporting measurements that can be accurately used to estimate liquid water content (LWC) from 1 January 2011 through 30 September 2011. IEC developed the engineering software that could process the Mid-Course Radar (MCR) data into meteorological estimations that are useable to Naval Research Laboratory (NRL) and then ultimately to NSWCDD to provide the NSWCDD desired procurements. FOB Destination to Dahlgren, VA shall apply. Simplified Acquisition Procedures will be utilized in accordance with FAR Part 13. The North American industry Classification System Code is 541990, $6.5 Million Standard. The closing date is 07 December 2010. The anticipated award date is 08 December 2010. All responsible parties may submit a capability statement which shall be considered by the agency.
