- This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. A Market Survey is being conducted to determine if there are adequate HUBZone, 8(a), Service Disabled Veteran Owned, and Small Business contractors for the following proposed work. The Army Corps of Engineers, Philadelphia District, is interested in awarding (1) Firm Fixed Price Contract (Base and two (2) options) for Wastewater Treatment Plant Upgrade, Tobyhanna, Pennsylvania for all site work, demolition, excavation, yard piping, demolition of trickling filter, SBR Secondary Treatment Tanks, Sludge Holding Tanks, modifications to existing Final settling Tanks, modify existing alum storage tank and metering pump system in existing Filter Building, modify existing Sludge Thickener, modify existing Sludge Drying Bed Building to Blower/Drum Filter Building with drum and blower equipment, utility water tank and pumps and ultraviolet disinfection system. Work includes, but is not necessarily limited to, all associated building, structural, heating and ventilation, mechanical, piping, valves, pumps, equipment, electrical and controls for a complete operating wastewater treatment plant. Option 1 is for demolition of the existing Primary Settling Tanks, Screw Pump Station, and piping to the Denitrification Towers, Option 2 is for the modification of the Flash Mix Flocculation Basins into a recirculation Pump station, including relocating the denitrification feed pumps, controls and related equipment, and all piping and valves to the Denitrification Tower. An Award for the Contract is anticipated for February 2011. Estimated cost range of the project is $1,000,000.00 to $5,000,000.00. The NAICS Code for this project is 237110 and the small business size standard is $33.5 Million. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested HUBZone, 8(a), Service Disabled Veteran Owned, Small Business contractors should submit a narrative demonstrating their experience in the specified work, as well as, their technical capabilities. Please include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount. Narratives shall be no longer than FIVE (5) pages. Responses should be sent to Michele Evans at Michele.N.Evans@usace.army.mil on or before December 10, 2010.
