Description
SOLICITAITON MODIFIED TO CHANGE THE RESPONSE DATE TO 7 DECEMBER 2010 @0800EST. IN ADDITION, THE POP IS INTENDED TO REFLECT THE PERIOD OF SHIP AVAILABILITY. ALL WORK IS REQUESTED TO BE COMPLETED BY THE END OF THE POP. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-11-T-7160, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-46, effective 29 OCT 2010. NAICS code 332312 applies. This is a small business set-aside. Military Sealift Fleet Support Command (MSFSC), Norfolk, VA intends to award a firm fixed price purchase order for USNS Mercy for the following services: The requested period of performance for the below service is 15 November 2010 - 30 January 2011. STATEMENT OF WORK: Provide services of contractor specialized in Fiberglass Boat hull and mechanical systems repairs on two (2) each 10 meter Willard Utility Boats (UB). A. GENERAL REQUIREMENTS: 1. Contractor shall provide all labor, tools, hardware to accomplish repairing and servicing hull, electrical and mechanical systems on UBs. 2. Contractor shall provide services of local CUMMINS MARINE DIESEL specialized in 6B5.9 with BORG WARNER transmission. 3. Contractor may take custody of the boats and cradles and transport them to their shop for repairs. B. SCOPE OF WORK: 1. Take delivery of two UBs. HP hot water wash with bio-gradable detergent to remove all grease, loose paint and dirt from exterior and interior of the boats. 2. Accomplish Gel Coat repairs on the exterior of the hull. When complete buff all interior and exterior surfaces. Repair all markings as original. 3. Repair top edge stationary fender. Fill all missing and damaged sections with same color fender material. 4. Service both drive trains. Tune up engines, adjust top end, test and inspect injectors and fuel injection pumps. Check jacket water and raw water pumps, replace fuel oil, lube oil and air filters. Replace engine and transmission oils. Drain coolant from engines and dispose of IAW local, state and federal regulations. Renew all drive belts, coolant hoses and clamps, fuel and oil hoses. Refill coolant, bleed fuel system and prepare engines and trannies for test. Inspect and repair as needed Morse engine and transmission controls and flex cables. 5. Provide and replace Raw Water Pump impellers with BLUE color impellers. Remove and acid clean all heat exchangers. Reinstall them with new gaskets, seals and hardware upon completion of shop work. 6. Replace both flexible exhaust hoses on the boats. (One is already damaged) Provide two spare hoses as well. 7. Inspect all electrical systems and hardware including console switches, inspect and make adjustments to starter and battery charging equipment. 8. Provide services of a firm specialized in boat canopy repairs to erect the canopy on both boats, inspect, repair and patch all damaged sections. For bidding purposes contractor shall assume to repair 10 sq.ft. canopy and restich 20 linear feet of various location seams. 9. When all repairs complete transport boats and cradles back to ship and place them where directed by MSCREP.
