- The U.S. Office of Personnel Management intends to award, on a sole source basis to Courion Corporation a Purchase Order on a firm-fixed price basis for the following item: Commercial Off-the-Shelf (COTS) PasswordCourier Maintenance and Support for approximately 10,000 end-users. The support include one year of software support. It has been determined that Courion Corporation is the Only One Responsible Source, and no other supplies or services will satisfy Agency Requirements. The North American Industry Classification System (NAICS) code for is acquisition is 511210. This requirement is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items. The authority for this award is FAR 13.106-1 (b) (1) - For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to Lisa Adgerson at lisa.adgerson@opm.gov within 3 calendar days of the published date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All OPM contractors are required to register in the Central Contractor Registration (CCR) database prior to execution of award. If no competitive responses are received, an award will be made to Courion Corporation.
