Description
The United States Coast Guard (USCG) anticipates release of a Request for Proposal (RFP) in 2010 for the procurement of Security Assistance Program Services to facilitate projects under the Coast Guard's Foreign Military Sales Program. This procurement will be conducted as a Full and Open Competition of which the contractor shall provide services in the form of program and financial management support of task orders, planning, engineering, industrial, technical, logistical and transportation, warehouse and supply, and training support services for the purpose of acquiring, storing reactivating, repairing, overhauling, refitting, modifying, transporting, and transferring maritime vessels, boats and related materials to foreign maritime services. These services support the program office in executing the following three major activities under the Foreign Military Sales Program: (1) Ship Transfers, (2) Logistic and Transportation Services, and (3) Follow-On Technical Services. The Request for Proposal (RFP) will be made available electronically at www.fbo.gov. In accordance with FAR 52.216-1 the Government contemplates a Firm-Fixed Price and Time-and-Materials type IDIQ contract with a one-year base period and four one-year option periods. The final contract award will be made to the offeror who offers the best value, including past performance and determined by the Contracting Officer responsible in accordance with Federal Acquisition Regulation (FAR) Subpart 9.1. The anticipated contract award date is 21 June 2011. Award can be made only to an offeror that is registered with Central Contractor Registration (CCR). CCR information is available at www.ccr.gov.
