- In December 2003, the National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), Department of Health and Human Services (DHHS), awarded the Immune Epitope Database and Analysis Resource (IEDB) contract to the La Jolla Institute of Allergy and Immunology (N01-AI-40006) to establish, develop, maintain and populate a public database, web portal, and epitope analysis/prediction tools. The IEDB website, containing immune epitope information and analysis tools, became publically available in 2005 (www.iedb.org) and currently contains detailed information for over 75,000 unique immune epitopes curated from more than 10,000 journal references or direct submissions from the research community related to infectious and immune-mediated diseases. The analysis resource includes epitope prediction, population coverage, conservancy analysis, cluster analysis, and epitope visualization tools. The NIAID announces a solicitation to re-compete the Immune Epitope Database and Analysis Resource program (www.iedb.org). Successful Offerors to this solicitation shall be required to conduct the following activities: Maintain, continue to develop, populate, and provide to the worldwide research community an Immune Epitope Database containing linear and conformational antibody/B cell epitopes and T cell epitopes composed of MHC-binding peptides and ligands (e.g., carbohydrates, lipids, and modified peptides) with a priority for epitopes associated with NIAID category A-C potential bioterrorism pathogens and their toxins (listed at http://www.niaid.nih.gov/topics/BiodefenseRelated/Biodefense/research/Pages/CatA.aspx), but also including all infectious diseases, except HIV, and immune-mediated diseases such as allergy, asthma, autoimmunity, and organ transplant rejection. Maintain, continue to develop, expand, and provide to the worldwide research community an Analysis Resource that includes online access to: (1) tools to help researchers locate and analyze information contained in the Immune Epitope Database; (2) other relevant databases and related information; and (3) data mining algorithms, mathematical models, and other sophisticated analytical tools to help researchers identify and/or visualize novel antibody/B cell and T cell epitopes from genome or protein sequence/structure information; Community Outreach activities to expand the user-base and utility of the Immune Epitope Database resource for the broader research community; and Interact with existing NIAID programs. These programs minimally include: Contractors supported by the B cell Epitope Discovery and Mechanisms of Action, Large -scale T cell Epitope Discovery, and the Allergen Epitope Discovery programs; Contractors supported by the Bioinformatics Support Contract (BISC), Bioinformatics Resource Centers (BRCs) and the HIV Molecular Immunology Database. Offerors will be evaluated on their approaches for maintaining, continuing development, enhancing and providing to the worldwide research community the existing IEDB resource (www.iedb.org) including the database system (software and hardware); curation of new and updating existing epitope information and accompanying biological data; the Analysis Resource containing epitope prediction and analysis tools; Community Outreach activities; and interactions with existing NIAID-supported programs. Offerors will also be assessed on the expertise, experience, qualifications, and availability of the key professional and technical staff with a project of similar size, scope, and complexity; the adequacy of the facilities and resources dedicated to the project; the Operational Recovery Plan (ORP) and Disaster Recovery Plan (DRP) to provide security against catastrophic loss of data or important software; and the provision of uninterrupted public access to the IEDB. It is anticipated that one cost reimbursement term - level of effort type contract will be awarded for a five (5)-year period of performance beginning on or about October 2011. It is estimated that the provision of FTEs will be approximately as follows: Sixteen (16) FTEs in total for the prime and any proposed subcontractors. The Government may exercise options to extend the period of performance of the contract with 2 - 1 year options. In addition, the Government may excersise options for increased level of effort in each year of the contract period of performance. The number of hours to be included in the contract Statement of Work for this option will be determined during negotiations. Any responsible offeror may submit a proposal which will be considered by the Agency. This RFP will be available electronically on/about December 15, 2010, and may be accessed through FedBizOpps http://www.fedbizopps.gov/. This notice does not commit the Government to award a contract. No collect calls will be accepted.
