- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-46 effective October 29, 2010. The duties and responsibilities of the Contractor shall provide support for various administrative units throughout the Regional Office as required with a variety of clerical and administrative duties. The contractor shall work independently and be able to select appropriate methods from a wide variety of procedures and make simple interpretations of a limited number of substantive guides and manuals. The contractor shall have working knowledge and be able to manipulate computer programs for pay, mail, travel, Video Teleconferencing Equipment, Excel, PowerPoint, Word, and Adobe Acrobat Reader. The contractor shall have thorough knowledge of office operations. The contractor shall be responsible for maintaining calendar/schedules and supply cabinets; perform electronic mail distribution, and data entry into various software applications. The contractor shall have knowledge of and be able to follow procedural manuals covering federal records archival and destruction processes and cover reception desks for various units to be able to serve as primary initial contact point for all incoming external and internal contacts. Duties shall include answering phones, responding to general inquiries to the Forest Service or forward inquiries to the appropriate personnel or staff; manage meeting logistics, including composing correspondence, preparing handouts and all required materials. The contractor shall be able to make appropriate travel arrangements (including invitational travel) for staff, including preparation and processing of all travel vouchers and airline/lodging arrangements; prepare requisitions for ordering of supplies, etc; perform; compose letters and memoranda in accordance with correspondence guidelines. The contractor shall also prepare power point presentations; review and edit correspondence, for proper format, grammar, and punctuation submitted for signature of key staff. Evaluation of Responses: Award will be conducted and evaluated under the provisions of FAR Part 12, Commercial Items, and FAR 13.5, Simplified Acquisition Procedures. The responsible offeror must be registered in the Online Representations and Certifications (ORCA) database available at: http://orca.bpn.gov/ system. The Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. Offeror must also be registered in the Central Contractor Registration database (available at: www.ccr.gov) per FAR 52.212-1, Instructions to Offerors-Commercial Items. Lack of registration in CCR will qualify contractor as ineligible for award. All responsible sources within a 30 mile radius of the Atlanta, GA metropolitan commuting area may submit a quotation in response to this solicitation, which shall be considered. This solicitation is being issued as a Request for Quotations (RFQ). The Government intends to award a firm-fixed price contract with a base year and four option year periods for an estimated 2000 hours each year. It is the intent of the government to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government (best value). Rejection of Unrealistic Offers The Government may reject any proposal/quote that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low in cost/price when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program. Number of Contracts to be Awarded and Period of Performance: The Government intends to select one contractor. However, the Government reserves the right to award four option year periods depending on the quality of the work of the contractor and FAR 52.217 Availability of Funds. The contract period of performance is October 1 through September 30 for the base year with four one year option periods commencing on October 1 and continuing through September 30 that may be exercised at the discretion of the government FAR part 17.203. Actual time on the job may vary from three (3) to five (5) days per week for a total of twenty-four (24) to forty (40) hours. Hours of work do not include overtime, holidays, annual leave, or sick leave. Payment Contractor shall submit a proper invoice on a bi-weekly basis or no less than once monthly. Provider will submit invoice on a bi-weekly basis. Provider will not be paid for holidays, annual leave, or sick leave.
