- This is a Best Value Solicitation to provide "green" healthcare environmental services in all direct- and non-direct patient care and healthcare-related settings in support of the San Antonio Military Medical Center - North (SAMMC-N) Military Treatment Facility (MTF) and the MTFs located in the health service area (HSA) of the SAMMC-N, Fort Sam Houston, San Antonio, TX to include the co-located U.S. Army Institute of Surgical Research (USAISR) Bldg 3611, Fort Sam Houston, TX, and Camp Bullis, TX. "Green" Healthcare Environmental Services may be required in any area under the jurisdiction of the SAMMC-N MTF Commander. Inclusive of this requirement is the implementation of the Joint Basing initiative established in the Base Realignment and Consolidation (BRAC) 2005. Brooke Army Medical Center (BAMC) will transform into the SAMMC-N campus and will provide common delivery of all inpatient tertiary care to a large Joint Base healthcare beneficiary population to include wounded warriors, active duty (to include trainees), retirees, and family members. The current estimated total square feet (SF) of MTF areas is 1,639,869 SF with a projected estimated square feet of 2,968,059 after scheduled completion in September 2011 of ongoing construction and renovation projects related to 2005 Base Realignment and Closure (BRAC). This will be an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) Contract Line Items (CLINs). The basic contract will be for a base period of 1 May 2011 through September 30, 2011, with provisions for four (4) 12-month option periods and one (1) 7-month option period which, cumulatively, will not exceed sixty (60) months. Individual task orders will clearly describe MTF-specific healthcare environmental requirements and services to be performed. Services include hospital (aseptic and non-aseptic) housekeeping services; collection and distribution of linen within the SAMMC-N health service area to a MTF-specified site for control and exchange of linen; collection, consolidation, packaging, labeling, and preparation of regulated medical waste (RMW) for hazardous transport; collection of general solid waste (trash) for waste disposal pick-up; collection and transport of recyclable materials within the health service area of SAMMC-N to a MTF-specified site for recyclable materials pick-up; recyclable document collection and transport within the health service area of SAMMC-N to a MTF-specified site for document shredding, bundling, and preparation of shredded paper bales for recyclable materials pick-up; and, exterior building services (e.g., windows, doors, and walkways) such as window cleaning and snow removal. All services shall be firm-fixed price and subject to the Service Contract Act (41 U.S.C. 351). This solicitation will be available in electronic format only. The North American Industry Classification System (NAICS) Code for this solicitation is 561720. This solicitation will be awarded using Lowest Price Technically Acceptable evaluation criteria. A pre-proposal conference and site visit is scheduled for December 16 - 18, 2010. Prospective offerors are advised that the pre-proposal conference will be held solely for the purpose of discussing the requirements of this solicitation. The pre-proposal conference will convene at 9:00 am on Thursday, December 16, 2010 at a location TBD. The pre-proposal conference duration is anticipated from 9:00 am - 12:00 pm, which will consist of briefings from the Contracting Officer, Contracting Officer Representatives, and Brooke Army Medical Center representatives from Environmental Services, Infection Control, Occupational Health, Information Technology, Security, Safety, and Education and Training Departments. The solicitation is anticipated for release prior to the pre-proposal conference and site visit; as such, it is recommended to download the solicitation and applicable Brooke Army Medical Center regulations, policies, and procedures prior to attending the pre-proposal conference. Each company is restricted to two (2) attendees for the pre-proposal conference and only one (1) attendee may participate in the site visits.
