- (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii)This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-46. (iii)This solicitation is a total small business set-aside, NAICS 562991, Septic Tank and Related Services, with a small business size standard of $7 million. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv)The Government intends to issue a firm-fixed price purchase order to the responsible offeror whose total offer represents the best value for the Government. The National Park Service, Gateway National Recreation Area, Staten Island Unit requires servicing of eleven (11) portable toilets and six (6) vault toilets for several locations. The contractor must meet all necessary Federal, State and Local requirements for the transporting and disposing of waste.(v)REQUIREMENTS: The contractor will provide a service to include: pumping effluent and recharging receptacle for each unit, clean out and hose out the unit, fill the toilet paper, replenishing of disinfectant and disposing of waste. In addition the vault toilets, after pumping the waste from the vault toilets through the tank hatch; the contractor will treat the tank with CCL live bacteria. See detailed specifications in Statement of Work below. SOWServicing Portable Sanitation Units - FY2011 Gateway National Recreation Area - Staten Island Unit Statement of Work for Toilet Servicing:Gateway National Recreation Area, Staten Island Unit requires servicing of portable toilets and vault toilets for several locations. Servicing will include pumping effluent and recharging receptacle for each unit; clean out and hose out the unit; fill the toilet paper, replenishing of disinfectant; and disposing of waste. In addition, for the vault toilets, after pumping the waste from the vault toilets through the tank hatch; the contractor will treat the tank with CCL live bacteria culture.Vendor will provide all equipment, supplies, transportation, and cleaning. All portable toilets will be serviced by 11:00am on the designated day. The government will spot check the condition of the units by 12:00 noon. All vault toilets will be serviced by 4:00 pm on Thursday the first full week of the month. The government will spot check the condition of the units by 12:00 noon on Friday. Any units found to be in an unacceptable condition will require the contractor to dispatch a person to re-clean the unit, or otherwise rectify the condition, within one (1) hour of notification. Portable Toilets and Vault Toilets are located at the following sites:1.Great Kills Park: Has 4 Porto John units, and 2 single vault toilets with 1100 gal capacity, and 1 double vault unit which has a 2000 gal capacity. (3 Vaults)2.Miller Field: Has 5 Porto John units, and 1 double vault unit with a capacity of 2000 gallon capacity. (1 Vault)3.Fort Wadsworth: Has 2 Porto John units. (No vault toilets.) Port-a-Johns servicing schedule:January 3, 2011-Mar 31, 2011 - 1 servicing per week Apr 1, 2011- Nov 30, 2011 - 3 servicing per week The three servicing per week will be performed on Monday, Wednesday and Friday. The one servicing per week will be performed on Monday.
