Description

(i)This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. A sole source justification and approval applies to this acquisition in accordance with FAR Subpart 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This announcement constitutes the only solicitation and a written solicitation will not be issued. Under Statutory Authority 41 U.S.C. 253(c) (1) the Department of Veterans Affairs Veterans Integrated Service Network 23 (VISN 23) anticipates entering into a sole source procurement with Informatix Laboratories for annual renewal of Informatix software. The Government believes that Informatix Laboratories is the only source that will satisfy the agency requirements. Anyone wishing to respond to this notice must show clear and convincing evidence that they can meet these requirements. Interested parties that feel they have the ability to provide the required service/supply have three (3) calendar days from the publication of this notice to submit in writing their qualifications and capabilities information including technical data and pricing to this office for consideration. Such qualifications, capabilities and pricing will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. (ii) The solicitation number is VA-263-11-RQ-0054 and is issued as a request for quotation (RFQ). (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-45 (October 1, 2010). Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at: FAR: https://www.acquisition.gov/far/ VAAR: http://www1.va.gov/oamm/oa/ars/policyreg/vaar/ (iv) North American Industry Classification System (NAICS) code 511210 Software Publishers (size standard $25 million) applies to this solicitation. (v) This requirement consists of one (1) line item: Line Item 0001: Annual software maintenance agreement for Informatix Vista - Pyxis and Vista - Omnicell Interface Software Support/Maintenance Annual Subscription (vi) The Department of Veteran Affairs requires the annual software maintenance to provide ongoing technical and end-user support as well as upgrades to software currently utilized as middleware to provide the interface between Vista and the Pyxis and Omnicell dispensing systems. (vii) Delivery and acceptance of deliverables shall be FOB destination upon receipt of order to Minneapolis Veterans Health Care System, One Veterans Drive, Minneapolis, MN 55417 (viii) The provision at FAR 52.212-1 Instructions to Offerors -Commercial Items, applies to this solicitation and is incorporated by reference. The addendum to FAR 52.212-1 Instructions to Offerors --Commercial Items - Sub-Part 13.5 Test Program also applies to this solicitation, in particular 13.501 (a) Sole source (including brand name) acquisitions. This procurement is being conducted under the Subpart 13.5 test program where simplified acquisition procedures apply and the conduct of the procurement will be in accordance with Parts 12, 13 or 15 of the FAR or some combination thereof. (ix) The provision at FAR 52.212-2 Evaluation - Commercial Items, applies to this solicitation. Award will be made based on technical, past performance and price factors. The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, technical factors combined with past performance is equal to price. (x) The clause at 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition.
