- The Department of Veterans Affairs, VA Caribbean Healthcare System, Network Activity, East 8, San Juan, Puerto Rico is conducting a market research to identify potential sources to provide Employee Assistance Program (EAP). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. THIS IS A SOURCES SOUGHT NOTICE ONLY AND NO SOLICITATION PACKAGE IS AVAILABLE.The Contractor is required to have a physical facility within fifteen (15) miles from the Federal Office Building (Regional Office) and out base office located in Ponce, Mayaguez and Arecibo. Services include providing employee assistance in dealing with early intervention and prevention to Veterans Affairs Regional Office Federal Civilian employees whose substance abuse (alcohol, drugs) and other personal problems are affecting their ability to function in their job performance. Services include providing employee assistance in dealing with life at work and at home, provide short term counseling, problem identification assistance, problem resolution assistance, family counseling and will maintain confidentiality of employees who request these services. Family counseling is dependents and family members as eligible if they meet the dependency and familial relationships that are recognized by the VA Regional Office (VARO). 2. Contractor shall be fluent in Spanish and English and provide the service in either language preferred by the employee and/or someone in a primary relationship with an employee. 3. Initial assessment and referral for (this list is not all inclusive): (a)Psychological counseling; (b)Relationship counseling; (c)Marital and family counseling; (d)Alcohol and substance abuse counseling (e)Stress, job or personal (f)Referral Support for long-term or specialized care (g)Twenty-four (24) hours, seven (7) days-emergency crisis telephone service. 4. Employees are authorized an estimate of four (4) cases per month for individual Sessions and One(1) case per month for family session. The estimate quantity per year is sixty (60) sessions. 5. Contractor shall provide accessibility such as local locations as well as outlying areas. Upon notification by VARO employee or EAP Coordinators, or designee, the contractor shall respond immediately but not later than the next business day. Contractor shall schedule appointments within five (5) calendar days. 6. Contractor shall provide twenty-four (24) hours seven (7) days-emergency crisis telephone service. 7. Contractor's personnel proposed shall posses at least the Master's level, a current, unrestricted State License or State certification and previous experience in a wide range of personal problems such as alcohol and drug counseling, marital and family related issued, and experience/expertise in resolving workplace problems and delivery employee assistance and related managed care services. Providers shall hold a CEAP designation-Certified Employee Assistance Provider. The Department of Veterans Affairs anticipates awarding a firm fixed price contract. The anticipated Period of Performance will consist of Base Period and Three (3) one year option periods. The applicable North American Industry Classification System (NAICS) Code for this requirement is 624190. The size standard for this NAICS code is $7 million. All interested parties must have a Dun and Bradstreet Number, Taxpayer Identification Number (TIN), be registered with the Central Contractor Registration (CCR).
