Description
This is a SOURCES SOUGHT notice for market research purposes only. The U.S. Army Corps of Engineers - St. Paul District is seeking eligible Small Business concerns capable of providing mechanical dredging services on the Mississippi and Minnesota Rivers, Minnesota, Wisconsin, Iowa, Illinois and Missouri. Work consists of, but is not limited to, furnishing all plant, labor, material, and equipment necessary for dredging with a backhoe, dragline, or other mechanical equipment on marine plant, and transporting to dredged material placement site. The duration of the project is one year (base period) and two additional one-year option periods. The estimated magnitude of construction in terms of physical characteristics and estimated price range is between $1 million and $5 million for the base period. The appropriate NAICS code for this procurement is 237990 (dredging) with a small business size standard of $20.0 million. In addition, to be considered a small business under NAICS code 237990 (dredging) for purposes of Government procurement, a firm must perfom at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern. Small Business (SB) Set-Aside Determination: The St. Paul District Corps of Engineers reserves the right to determine if a small business set-aside is appropriate based on responses to this notice and other pertinent information gathered by the contracting officer. In order for the Government to make a small business set-aside determination, it is emphasized that SB concerns should provide sufficient written information to indicate their capacity and capability to successfully perform and manage all the requirements of construction services. All interested small business concerns are encouraged to submit a brief capabilities statement package, no more than 10 pages in length, addressing the following: 1) business name, address, and point of contact; 2) DUNS number and CAGE code; 3) bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars); 4) statement of capability which demonstrates the ability to perform a contract of this magnitude and complexity, including in-house capability; 6) relevant past performance information for efforts of similar value, size, and scope within the last five years, including contract number, indication of whether your firm acted as a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number. (Note: Prior Government contract work is not required for submitting a response.) Interested vendors are asked to provide a response by 3:00 p.m. (CST) on 10 December 2010. No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government.
