- NASA/JSC has a requirement for 25 EA QT625LBE Hybrid Crystal Oscillators and 25 EAQT625LBM Hybrid Crystal Oscillators.NASA/JSC intends to purchase the items from Q-Tech Corporation. The iLIDS (InternationalLow Impact Docking System) project requires the use of Hybrid Crystal Oscillator, partnumber QT625LBE (Engineering Model) and QT625LBM (Flight Model) for the development ofthe motor power and motor control electronic systems. Possession of these parts will berequired for data analysis and research while constructing electronic prototype units foriLIDS. Use of the Engineering units in the early development phase is cost effective forthe project. Flight Models are required for final test and verification.4. Previouscompetition was done for the Engineering Model Hybrid Crystal Oscillator, part numberQT625LBE on contract NNJ10HA33P and shows the manufacturer, Q-Tech Corporation, as beingthe lowest priced, technically acceptable vendor. The Flight Model Hybrid CrystalOscillator, part number QT625LBM, is a space grade product and due to ITAR and Q-Techtechnical issues, is only sold directly from Q-Tech. Therefore to prevent delays inproject schedule as well as duplication of costs to the Government by repetitivecompetition efforts of this part, it is beneficial to the Government to award thisprocurement to Q-Tech corporation. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon December 16, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
