Description
FOR MORE INFORMATION CONTACT:Neeta Jonchhe, shrestha.jonchhe@us.army.mil, 410.395.1214 This market survey notice is a sources sought for information ONLY, to be used for preliminary planning purposes. NO proposals are being requested or accepted with this synopsis. This is NOT a solicitation for proposals and NO contract shall be awarded from this survey. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this market survey notice is to solicit information from industry to determine the current capability to support the production of ULCANS. The Army has plans to solicit a new production contract during the Government fiscal year of 2011. The Army anticipates that this will be a 5-year IDIQ. This new contract shall produce four configurations: Woodland Radar Scattering, Woodland Radar Transparent, Desert Radar Scattering and Desert Radar Transparent. Special variants may also be required to include the HMMWV Counter Sniper Net Kit, Perimeter/Guard Tower Security Veil, STRYKER Top Side Net Kit, and HMMWV Full Concealment Cover Net Kits. The Government intends to make one award. Each of the four standard configurations shall comply with the standard physical configurations consisting of camouflage screens, repair kit, operator/maintenance manual, and storage/transport containers, support system set consisting of 24 ground stakes, 12 screen support poles, 6 shape disrupters and separate storage/transport container. The government current demand rate ranges between 1000 to 2500 per month. However, the contract shall possess a surge capability as high as 10,000 per month. Key Performance Parameters: ULCANS must provide concealment by multiple sensors, and be interoperable with the current ULCANS Systems produced under the existing contract. The following info is provided to potential offerors: ULCANS is on the Military Critical Technologies List (MCTL). The version of the Performance Specification to be used for this acquisition will be PRF 53134 Rev. F. This is a controlled document and will only be released to established U.S. DoD contractors. All U.S. DoD contractors who receive this specification will be required to control this document, as specified in the International Traffic in Arms Regulations (ITAR). First Article Testing (FAT) will be required on this contract; however, FAT may be waived. Interested sources must submit the following information, NLT 15 Dec 2010, to Neeta Jonchhe, RDER-PRA-CA, Bldg. 6007, Aberdeen Proving Ground MD 21005, or e-mail to shrestha.jonchhe@us.army.mil: (1)Describe the type(s) of items you currently manufacture. (2)Have you ever manufactured multi-spectral camouflage that provided concealment from visual, radar, IR, thermal sensors? (3)What are your current manufacturing capacities? The contractor must provide information to show that he possesses, or shall possess, adequate production plant facilities (equipment, tooling, and space) to enable him, or his subcontractors, to produce this item. (4)Current and/or Past Performance for this or similar items. Provide some evidence of past\current contracts with the DoD. The contractor shall submit their part number, NSN, or nomenclature and the date of the last manufacturing effort of the same or similar items for which they have production experience. Government contract numbers, if applicable, shall be provided. (5)State whether the company you represent is foreign or American owned. Contractors will be required to have a secure facility and be able to manage documents at a Secret level. (6)If you plan to employ non-U.S. residents, what procedures will you use to control access to classified or controlled documentation? (7)Identification of the contractor as a Large or a Small Business. If a Small Business, please identify as an 8(a), HUB Zone, Disadvantaged, Women-Owned, or non-disadvantaged. (8)The contractor shall cite the quality standard (either Government or Industry) that shall be in place for this effort. Do you plan to participate as a prime or team\sub?
