Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6070, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Advanced Technology Center (ATC) plans to procure on a sole source basis the services of BD Biosciences 2350 Qume Drive, San Jose, CA 95131-1807 to provide a service agreement/maintenance service for Government owned instrument Becton Dickinson Pathway imaging system S/N 1001-87892-7321. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months. This instrument is located at the National Cancer Institute's (NCI) Advanced Technology Center (ATC) in Gaithersburg, MD. Contractor shall perform two (2) preventive maintenance inspections during the contract period. Service shall be performed by technically qualified factory trained personnel. Emergency repair services shall be provided on an unlimited basis during the term of this contract. Contractor shall furnish all required replacement parts including shipping costs, with the exception of consumable parts. Parts shall be new or re-manufactured to original equipment specifications. It is critical for the research community that the Pathway imaging system is calibrated accurately and maintained according to the manufacturers' specifications. Any deviation from the specifications could ruin countless hours of work, distort information or ruin further studies. The technicians from BD Biosciences are factory trained, have access to technical manuals, recall notices, proprietary software, and have parts on hand. The Pathway has a series of lasers that must be aligned, calibrated and replaced in order to maintain the appropriate integrity of the system. BD Biosciences (the manufacturer of the equipment) is the only company that is qualified to perform the calibrations and the only company that stocks or has access to the parts and proprietary software upgrades for the equipment. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on December 14, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
