- 1449 Solicitation for Ft. Hancock Generator must be returned to Marsha Payne at marsha.payne@gsa.gov SUMMARY OF WORK 11/30/2010 FURNISH LABOR, MATERIALS, EQUIPMENT AND SUPERVSION TO TROUBLESHOOT AND REPAIR GENERATOR, CONTROLS AND AUTOMATIC TRANSFER SWITCH LOCATED AT FT. HANCOCK LPOE, FT. HANCOCK, TEXAS GENERATOR BRAND: OLYMPIAN D125P SIZE: 157 KVA/125.6 KW 01. STATEMENT OF WORK A. SCOPE: Provide all labor, material, equipment and supervision necessary to perform work required to troubleshoot and repair the generator and automatic transfer switch. B. PURPOSE: The purpose of this project is to troubleshoot and repair the control system on the existing generator/transfer switch to insure proper performance of the emergency equipment. C. MAJOR ITEMS OF WORK: The project includes but is not limited to the following items: (1) Trouble shoot control system of the existing emergency generator to determine any and all replacement or repairs necessary to insure proper performance of the emergency generator system. (2) Repair or Replace the Automatic Transfer switch (3) Repair or Replace governor controller and actuator. (4) Repair or Replace existing injector pump. In the event the pump can be rebuilt, include pricing on the 1449, Line Item # 2, replacement of all internal parts and gaskets necessary for a complete rebuild. (5) Repair or Replace panel box and cover to accommodate new controls. Verify cover and exposed controls are a "weather tight" installation. (6) Include all parts and labor necessary to complete all manufacturers' recommended upgrades to the system equipment. Pricing should be input on Line # 2 on the attached 1449. (7) Include all programming required to insure proper communication and performance of the emergency generator with the existing back-up system. (8) Provide start-up and operational checks to verify proper operation of the system. (9) Provide a complete breakdown of all repairs and modifications made to the system, including man hours, equipment charges, material invoices and mark-ups. (10) Pricing per the attached 1449 will be reviewed and award will be made based on the best value for the government. (11) Generator rental option with integral transfer switch - which may or may not be exercised - solely on the discretion of the government. Price on the 1449, Line 4. (12) 1449 must be completed and return via email to Marsha Payne, at marsha.payne@gsa.gov on or before December 10, 2010 at 10:00 a.m. CST. D. PRE-BID WALK-THROUGH Contractors are encouraged to attend the pre-bid walk-through. Contractors are encouraged to verify all existing conditions at the job site prior to bidding on project. Failure to do so will not relieve contractor of his/her responsibility to properly estimate the cost of this project. This is the only opportunity contractors will get to visit the site to conduct a walk-through and ask questions. GSA will not have anyone available to accompany contractors or their representatives (sub-contractors) after the scheduled pre-bid walk-through. Pre-Bid Walk through will be held on December 7, 2010, 10:00 A.M. Mountain Standard Time at Fort Hancock Port of Entry. AUTHORIZATION TO COMPLETE WORK: Work will be completed per the Scope of Work above. If additional work is required above the trouble shooting and replacement of specific parts defined above, Contractor must contact the COR, and CO with an estimate of the parts and total cost to complete the work. Authorization will be given by the CO only, and work can only be completed with Notice to Proceed and Modification to the contract. F. GENERAL NOTES: The Contractor shall ensure that all Contract work is in compliance with all Local, State and Federal Codes (the most stringent of the codes shall be enforced). 02. WORK HOURS A. Normal working hours of the building occupants are from 7:00AM to 5:00PM, Monday through Friday, excluding Federal holidays. Work performed under this Contract shall be performed during normal working hours of the building occupants and shall not interfere with the operation of the building. The Contractor is to submit a written schedule for approval by the General Services Administration (GSA) prior to commencing any work. 03. AWARD A. The Contract may be awarded without further discussion with offerors on the basis of the initial offers submitted when acceptance of the most favorable qualified initial offer will result in a fair and reasonable price, in accordance with the procedures of the Federal Acquisition Regulations. 04. NOTIFICATIONS A. Notify the Contracting Officer's Representative in writing, five (5) work days in advance of: (1) Any interruptions or delays hindering adherence to the scheduled completion time approved by the Contracting Officer. (2) Completion of Contract work. 05. USE OF BUILDING FACILITIES A. The Contractor may use utility services and toilet facilities of the buildings, subject to the approval of the GSA Building Manager. B. The Contractor shall prohibit his employees from disturbing papers on desks, opening desk drawers or cabinets, or using telephone or office equipment provided for official government use. C. The Contractor shall require his employees to comply with the instructions pertaining to conduct and building regulations issued by duly appointed officials, such as the Building Manager, guards, inspectors, etc D. The Contractor shall require his employees to remain within security confines, and to comply with all security access instructions delineated by the Building Manager. 06. ACCIDENT PREVENTION A. The Contractor shall use physical means to restrict access or direct flow of pedestrians or vehicles around work areas. Barricades, ropes, signs, lights, etc., are to be used in accordance with accepted safety practices and must be approved by the Building Manager. Contractor operations or conduct which create unsafe or unhealthy conditions for building occupants or places Government property in undue jeopardy, are prohibited. 07. DEMOLITION, SALVAGE, DEBRIS A. Remove and dispose of debris and dirt as it is accumulated. Unless otherwise specified, all debris removed shall become the property of the Contractor, who shall remove them from the site. All Federal, State, and Local laws, regulations, and permit processes will be followed as prescribed-for when disposing of all waste materials. B. The Contractor shall provide adequate protection for all parts of the building, its contents, and occupants, wherever work under this Contract is performed. C. The Government is not responsible for any loss or damage to materials left on site. 08. PROTECTION A. The Contractor shall provide labor, material, and equipment necessary for the protection of personnel, furnishings, equipment, or building structure from damage. Replace or repair any item damaged due to work performed under this Contract, equal to its original quality and condition. (1) The Contractor shall bear full financial responsibility for any damages caused by the Contractor, or Contractor's Employees' negligence, or due to the failure of the Contractor to ensure that reasonable precautions are taken to prevent damages caused by Contracted work, to either public or private property. B. All exterior openings shall remain closed and locked, except as needed for entrance to and egress from the work site. Maintain Building and Grounds Security At All Times. 09. CLEANUP A. Progress: On a daily basis, during the progress of work, clean the worksite, remove and dispose of resultant dirt and debris, offsite. B. Completion: On completion, leave premises in thoroughly clean condition to the satisfaction of the Contracting Officer's Representative. 10. GUARANTEE A. Unless otherwise provided for in the specifications, the Contractor guarantees all work to be in accordance with Contract requirements and free from defective or inferior materials, equipment, and workmanship for one year after the date of acceptable completion of the work or from an earlier date determined by the Contracting Officer.
