- This synopsis is being provided for information purposes only. NASA Goddard SpaceFlight Center (GSFC) proposes to increase the maximum value of the Mission AssuranceServices contract (MASC) with ManTech SRS Technologies, Inc. NASA GSFC proposes anincrease in the current maximum value of $97,500,000 of the MASC contract by $24,200,000.The MASC contract, NNG07CA18C, supports the NASA GSFC Safety and Mission AssuranceDirectorate, and is a five year Cost Plus Award Fee (CPAF) contract with a period ofperformance from December 1, 2006 through November 30, 2011. The level of effort for theexisting scope of work has increased, resulting in the projected maximum value of thecontract no longer being sufficient to sustain task requirements. In addition, theExecutive Branch assigned NASA the Joint Polar Satellite System (JPSS). The addition ofthis new work to the MASC contract in September and October 2010 was unanticipated, andoutside of NASAs control. As a result, NASA was unable to plan accordingly, and wellenough in advance, to allow adequate time for a new procurement through the competitiveprocess. Based on the actual cost and the projected future cost, the total estimatedvalue of this contract will reach $121,700,000 by November 2011. Hence, GSFC proposes toincrease the maximum contract value by $24,200,000 to cover this anticipated cost. Thescope of work of the existing contract requires the contractor to provide on/off-siteMission Assurance services. The areas of emphasis are Mission Assurance QualityEngineering Services, Systems Safety Services, Reliability Services, operation of theNASA Manufacturing Technology Transfer Center, and Software Assurance and TechnologySupport Services. These services include the personnel, facilities, and materials toaccomplish the tasks. If GSFC attempts to procure these services from any other sourcefor the remainder of the contract, it would cause unacceptable delays. The combination ofdelay due to the competitive process, the time required to transition a new managementteam to coordinate staffing levels and schedules and to become familiar with workrequirements and systems would cause unacceptable delays in fulfilling NASA's mission.The interim procurement of these vital services from another source for this period wouldjeopardize the critical milestone schedules for numerous ongoing projects that the MASCcontract supports. Therefore, ManTech SRS Technologies, Inc. is considered the onlycontractor that can meet NASA GSFCs needs given the term of the contract. This documentand any other related documents to this procurement will be available over the Internet.These documents will reside on a World Wide Web (WWW) server, which may be accessed usinga WWW browser application.
