Description
SOLICITATION NO F11PS00102 - FACILITATED LISTENING SESSION WITH MINNESOTA HUNTING AND FISHING INDUSTRY REPRESENTATIVES (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued (ii) The solicitation number is F11PS00102 and is issued as a request for quotation (RFQ) per FAR Part 13. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-46. (iv) This solicitation is a total Small Business set-aside. The NAICS code is 541990 All Other Professional, Scientific and Technical Services. The size standard for Small Business is $7.0M (v) Pricing must be provided for each Line Item with a breakdown showing labor hours, markups, profit and other costs: Line Item 0001 Facilitator for MN Industry Listening Session Qty: 1 $______________ (vi) Description of requirements: 1. Background: Region 3, U.S. Fish & Wildlife Service is seeking to survey and evaluate the perceptions of hunting and fishing industry representatives within the State of Minnesota of the Service's Wildlife and Sport Fish Restoration Program. This solicitation is being issued to secure the services of a facilitator to gather and document information obtained in a listening session. The facilitator must be knowledgeable about hunting and fishing industries within Minnesota and possess the necessary skills to prepare reports and foster informational exchanges between various parties. 2. Project Purpose: o To gather information from hunting and fishing industry representatives in the State of Minnesota about their perceptions of the Wildlife and Sport Fish Restoration Program. o To gather information from the focus group that educates the Wildlife and Sport Fish Restoration Program on the most efficient and effective way to open communications between the WSFR program and hunting and fishing industries. o To create a "listening session" template that can be used by other states and regions to gather valuable information from industry representatives in their area. o To provide the opportunity to share information about the Wildlife and Sport Fish Restoration Program, and show our appreciation to influential industry representatives for their contributions to the "Cycle of Success." 3. Work to be Performed: Facilitator will be provided a list of invitees for the listening session listed below. Facilitator will arrange date for session, coordinating with the invitees and WSFR staff, and using the facilities found at the University of Minnesota at the Facilitators expense. This Project Will Consist Of One Listening Session And Other Requirements As Follows: 1. Tasks - Before the Listening Session: o The Facilitator shall be the main point of contact with listening session participants. o He/she will establish the contact list of participants, and confirm their participation. o He/she will provide any follow up communications or answer any questions posed by the participants prior to the listening session. o He/she will work with the WSFR Communication Team to develop the format and script for thelistening session, and provide recommendations for listening session products i.e. take home items. o He/she will coordinate logistic considerations for the listening session. 2. Listening Session: o The Facilitator will provide a brief introduction to the participants on the purpose of the Listening Session and background on the Wildlife and Sport Fish Restoration Program. o He/she will coordinate transcription and audio recording of the listening session. o He/she will facilitate discussion between listening session participants, utilizing a pool ofquestions developed by the WSFR Communications team. 3. Tasks - After the Listening Session: o The Facilitator will provide a detailed written report of the listening session results to the WSFRCommunication team within one week of the session end, in addition to an audio tape and written transcription of the audio tape. 4. End Products: o Template of Discussion Guide, invitation letter and work plan o Qualitative data from written transcript and audio recording o Presentation (PowerPoint and written) of results/analysis to share with region/States/Washington D.C. 5. Inspection And Acceptance: Deliverables will be inspected before each negotiated deadline with project manager. 6. Availability: o Availability to meet at Fort Snelling, Minnesota, for one face to face meeting before the listening group meeting. All other requested meetings can be phone conference calls lasting at least one hour. o First discussion must take place within 1 week of receiving contract award. o Subsequent discussions must take place once a week to inform project manager of progress (vii) All session requirements are to be completed no later than the end of February, 2011. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) EVALUATION CRITERIA FOR AWARD: Award of solicitation will be based on technical ability and best value, both being of equal importance. EVALUATION CRITERIA FOR AWARD: A list of past related experience based on the following criteria is required to be submitted with each quote. o Please provide at least 3 examples in the past 2 years where you have worked with hunting and/or fishing manufacturers. Describe the types of facilitation you have provided and the outcomes/results. o Please provide a brief description of your capability to facilitate small focus groups and give no more than 5 but no fewer than 3 examples. Please provide points of contact and references with phone numbers and email addresses for past performance references. o Please provide a listing of either Federal or State government projects where you participatedor were involved with facilitation. Include the dates, descriptions of the projects or work andthe agencies involved; also include size and number of participants. (x) Offerors shall complete and include one completed copy of the FAR provision at 52.212-03, Offeror Representations and Certifications -- Commercial Items, with its offer or complete ORCA online at https://orca.bpn.gov (xi) FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and any addenda to the provision. (xii) FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition.
